Responsibility

1. Coordinate research on the public procurement and asset disposal system and any development arising from the same;

2. Oversee the development, deployment and maintenance of the reporting systems that provide management reports on the overall performance of the public procurement and asset disposal system;

3. Coordinate the development and implementation of an up to date central repository or database on the public procurement and asset disposal system.

4. Oversee the development and management of the state portal of the public procurement and asset disposal system.

5. Oversee the implementation of the Authority’s ICT, Research and innovative projects

6. Direct the implementation and review of strategies for monitoring the public procurement and asset disposal system and report on the overall functioning of it and, such other reports and recommendations for improvements;

7. Coordinate the implementation of service delivery innovations and automation of PPRA systems;

8. Oversee the development and implementation the ICT strategy for effective and efficient achievement of the Authority’s strategic goals and alignment of ICT with the business goals;

9. Coordinate the formulation, establishment, implementation and enforcement of ICT policies and systems;

10. Lead the Authority on automation to support the performance and achievement of the Authority’s mandate;

11. Guide the analyses of the business requirements of the Authority to determine technology needs and reengineer the business processes for efficient delivery of services;

12. Coordinate the development, deployment and maintenance of appropriate business applications that support critical business processes to facilitate operations.

13. Provide leadership in determining the ICT infrastructure in place to monitor, track and mitigate against the key technological risks within the Authority.

14. Oversee the deployment of appropriate security systems for network, and data from internal and external security threats;

15. Coordinate the development, implementation and continuous review of the ICT Disaster Recovery Plan in alignment with the Business Continuity Plan of the Authority;

16. Lead the mainstreaming of the adoption of ICT technologies and emerging innovation within the Authority;

17. Oversee the establishment of interlinkages and synergy within the Authority;

18. Coordinate the mainstreaming of quality assurance of all the technical processes and outputs/reports in the Authority;

19. Oversee the development, deployment and maintenance of appropriate security systems that ensure network, systems and data security from internal and external security threats;

20. Coordinate effective ICT vendor relationships to secure best value for ICT goods and services, and to encourage innovative ideas to be adopted;

21. Coordinate the collaboration with relevant ICT teams and stakeholders in Government to leverage on external resources and shared services for ICT adoption and use;

22. Lead the Authority in providing public procurement and asset disposal data analytics.

23. Provide input in development of a framework for monitoring implementation of Authority’s orders, directives and recommendations arising from research, innovations and overall reporting in the public procurement and asset disposal system;

24. Provide leadership, supervision, coaching, mentoring training and development of the directorate staff by ensuring an effective and motivated team;

25. Provide leadership on continuous improvement of business processes and controls in the Directorate and develop mechanisms for corporate consultation, increase public participation and involvement in Authority’s policies and programs;

26. Oversee development, implementation and review of work plans and budgets for the directorate in line with the Authority’s strategic plan;

27. Lead in the execution of a risk management policy and framework of the Authority within the Directorate;

28. Foster a corporate culture that promote ethical practices and good corporate citizenship within the Directorate;

29. Articulate issues relating
to research and business innovations and systems in relation to public procurement and asset disposal in various forums in which the Authority participates in;

30. Coordinate implementation of a robust performance management system within the directorate through providing oversight of the delivery of the annual performance contract and the strategic plan;

31. Provide in-put in the development, implementation and review of the Authority’s resource mobilization strategies;

32. Provide in-put in the development, implementation and review of the Authority’s resource mobilization strategies;

33. Spearhead provision of effective communication between the directorate staff and between different levels of management;

34. Provide in-put in the development and implementation of a succession management plan.

35. Coordinate the day to day administrative and operational functions of the Directorate;

36. Advises the Director General on the implementation of research, information and business systems;

37. Provide relevant information from research, innovation and business systems activities to other internal departments and external stakeholders/partners;

38. Implement Board resolutions regarding research, information and business systems;

39. Chairs the Directorate’s meetings;

40. Monitor implementation of contracts regarding the directorate on behalf of the Director General.

41. Participate in various committees in the Authority upon appointment;


42 Provide input in the implementation of the Authority’s projects;

43. Coordinate the preparation and submission of quarterly and annual reports.

Job Dimensions

1. Formulation and implementation of the directorate approved budget;

2. Approves directorate expenditure documents;

3. Directs the preparation of directorate procurement plan.

4. Predominantly works in office setting at the headquarters with occasional international and local travels;

5. Deals with sensitive and risky matters;

6. Operates within legislated timelines and strict deadlines resulting to long hours.

Job Requirements

Academic

•Master’s degree in any of the following fields: computer science, information systems, information technology, business information technology or any other ICT equivalent qualification from a recognized institution; OR Masters degree in Procurement and Supply Chain Management, Applied Sciences, Biological Sciences, Physical Sciences, Social Sciences, Business Studies, Law or any other relevant qualification from a recognized institution;

•Bachelor’s degree in any of the following fields: computer science; computer technology; informatics; computer science and technology; Information systems, informatics and computer science, information technology, computer security and forensics, business information technology, electrical/electronic engineering, telecommunications engineering or its equivalents from a recognized institution;

•Bachelor’s degree in Procurement and Supply Chain Management, Applied Sciences, Biological Sciences, Physical Sciences, Social Sciences, Business Studies, Law or any other relevant qualification from a recognized institution; and

•Leadership course from a recognized institution.

Experience

•At least Twelve (12) years relevant experience five (5) years of which should have been the level of management.
