Public Health Scholarships

I want to study my postgraduate/ MPH in Europe /USA with scholarship. But most Universities require confirmation of fund. I can't afford the cost that the Universities inquire, So far I couldn’t get any organization that supports me by providing financial aid. I am from poor country could you help me please to make my dream true?
