Background
The Kenya COVID-19 Health Emergency Response project is the Phase 1 of the Multi-Phase Programmatic Approach for Strategic Preparedness and Response Program. Theproposed project aims to assist Kenyan government in its efforts to prevent, detect and respond to the threat posed by COVID-19 and strengthen national systems for public health preparedness.
Kenya is experiencing a high disease burden in addition to the negative effects of COVID-19 pandemic among other public health emergencies. There is need to recruit additionalsurge staff to man the various strategic centers established within the Nairobi metropolitan, National hospitals, County hospitals, and Ports of Entry that suffer acute staff shortage.

Scope of work
The Public Health Officers will be responsible for coordinating Public Health activities required for COVID 19 Infection, Prevention and Control (IPC) and disease surveillance and response in the following One Stop Border Points (OSBP), airports or inland COVID-19 prevention checkpoints.
Key Responsibilities
Be deployed at Points of Entry to enforce Kenyan laws and international travel requirements under supervision of a Port Health Officer
Carry out primary screening at Points of Entry, referral of suspect cases to a clinician for secondary screening which will lead to referral to hospital for further screening or release
Participate in writing of COVID-19 attestation letters for truckers whose results indicate negativity
Issuance and validation of travel documents including COVID-19 attestation letters
Supervise disinfection of all trucks whose crew are found to be COVID-19 positive
Facilitate medical evacuations to quarantine and isolation facilities.
Implement instructions
from Port Health Officer on domestic and international disease dynamics.
Undertake disinfection, disinfection and derating (vector and vermin control)
Liaise with County rapid response teams to pick confirmed cases at points of entry and conduct in contact tracing within the point of entry
Facilitation of medical examination of food handlers.
Food quality assurance through sampling.
Carryout community health education including to other actors within point of entry
Participate in prosecution of offenders of the law.
Participate in cargo clearance.
Conduct Sanitary audits of port environment, conveyances and buildings and licensing of food establishments.
Ensure safe packaging and transportation of human remains.
Ensure availability of commodities for waste storage, transportation and disposal including infectious waste.
Perform any other duties as directed by the supervisor.
Qualifications and experience
The Public Health Officer must meet the following requirements:
Have a diploma or Bachelor degree in Environmental Health Sciences or in Public Health
Must be registered by the Public Health Officers and Technicians Council (PHOTC)
Holder of a valid practising License from the Public Health Officers and Technicians Council (PHOTC).
At least 2 years working experience in Public Health.
Knowledge of Infection, Prevention and Control in work places.
Experience working with Ministry of Health systems on COVID 19 is an added advantage.
Good report writing and analytical skills.
Good communication and interpersonal skills.
Ability to work under pressure with minimal supervision.
