Sustaining Technical and Analytic Resources (STAR) is a project of the Public Health Institute (PHI) supported by the US Agency for International Development (USAID) Global Health (GH) Bureau.

Its purpose is twofold: (1) Through individual fellowships, STAR will help strengthen the capacity of diverse American and low-and-middle-income country (LMIC) health professionals at all levels to make innovative contributions to global health (GH); and (2) STAR will create ground-breaking opportunities for both US and LMIC GH academic institutions and other groups, including professional associations, to create systems for open-access knowledge sharing, resulting in effective partnerships.

STAR’s individual and institutional participants are contributing to the development of self-sustaining systems and tools that will produce global citizens with the full spectrum of relevant health competencies.

STAR is managed by the Public Health Institute and implemented in partnership with Johns Hopkins University (JHU), the University of California, San Francisco (UCSF), and the Consortium of Universities for Global Health (CUGH).

Essential Duties and Outcomes:

  • Provide technical support on TB diagnostic network issues to strengthen the current TB surveillance.
  • Support the NTP to document epidemiological evidence of TB burden in the country by analyzing the routine program data, epidemiological data and operational research.
  • Provide technical expertise and guidance in the development, implementation and evaluation of epidemiological studies and projects, including designing of studies/assessment and analysis of routine data for decision making.
  • Support the NTP staff to develop evidence-based policies and disseminate research findings through publishing and conferences.
    Mentor NTP epidemiologists to carry out epidemiological reviews.
  • Work in close coordination with the HIV program to integrate appropriate database for the enhancement of patient centered care and management.
  • In coordination with the NTP team, contribute to the development, prioritizing and implementation of the research areas as outlined in the workplan.
  • Monitor the project performance according to the annual M&E workplan.
  • In collaboration with relevant NTP department(s), monitor the utilization of data for decision making among the M&E units at country and sub-country levels.
  • Identify knowledge gaps at national, county and sub county levels and initiate and guide further capacity building, including implementation of new innovations in data management.
  • Work with NTP and technical partner staff to document and disseminate performance of TB implementation through articles, presentations, and posters to promote project work.
  • In collaboration with the NTP manager, facilitate the coordination with other partners who are supporting TB and TB/HIV data management.
    Identify areas for cross-cutting collaboration on M&E issues with other stakeholders.
  • Maintain close communication, coordination and collaboration with NTP and technical partners, including facilitating NTP and monitoring and evaluation (M&E) technical working group meetings.
  • Participate in regular NTP activities geared towards M&E activities, including M&E technical working groups meetings, support supervision, surveys, and technical assistance to counties.
  • Prepare periodical performance reports as required by NTP
    and USAID staff.
  • Submit a monitoring and evaluation and bi-annual progress reports USAID staff.
  • Participate in regular conference calls with USAID staff.
  • Provide continuous, in-country day-to-day support to the NTP on National Strategic Plan and GF grant implementation.
  • Demonstrate proficiency across the core global health competencies defined as development practice, cross cultural awareness, communication, capacity strengthening, ethics of public health, health equity, gender equality and global burden of disease that is necessary for persons practicing in global health.
  • Apply TB and monitoring and evaluation knowledge to strengthen program.
  • Apply and distinguish international standards within technical/content area to support programming.
  • Cultivate leadership skills based on the STAR GH mentorship curriculum to effectively facilitate capacity building and knowledge sharing activities amongst staff and peers.
  • Expand access to knowledge and resources through networking and collaborative practice within global health.

    Requirements
  • Minimum 7 years of relevant technical experience with master's degree or a minimum 9 years of relevant technical experience with bachelor's degree.
  • At least 5 years of epidemiology and/or statistics experience.
  • Extensive quantitative skills and a proven track record of producing results.
  • Excellent understanding of TB epidemiology, TB policies and interventions, and health systems.
  • Extensive experience in working with national TB health programs and offering technical assistance.
  • Experience in conducting trainings and capacity building.
  • Excellent interpersonal skills and ability to work in a cross-cultural work environment.
  • Excellent written and oral communications in English.
  • Good computer skills, including familiarity with Microsoft Office programs and statistical software
  • Excellent organizational, planning, negotiating and problem-solving skills.
  • Demonstrated facilitation skills.
  • Kenyan or East African citizenship required.

    Additional skills
  • Scientific publications in peer reviewed journals will be an added advantage.
  • Experience with epidemiological analysis of TB surveillance data.
  • Experience with Mid-term reviews of NSP or any project.
  • Experience with USAID and/or PEPFAR projects is an advantage.
  • Knowledge of local culture is a plus.
