Project Background
Working across 23 countries in sub-Saharan Africa as well as Cambodia, the U.S. President’s Malaria Initiative (PMI) VectorLink Project is equipping countries to plan and implement safe, cost-effective and sustainable life-saving malaria vector control interventions with the overall goal of reducing the burden of malaria.
Specifically, the PMI VectorLink Project will build the capacity of country governments to use epidemiological, entomological, and coverage data to support the optimal deployment of vector control tools within each country context while promoting gender equity in all facets of planning and implementation.
VectorLink seeks experienced consultants to provide support in the planning and implementation of LLIN distribution campaigns, particularly for organizing and supervising household registration; logistics planning, budgeting, and implementing; tracking and accountability; supervision and monitoring; microplanning; and coordination with campaign stakeholders.
Responsibilities
VectorLink is seeking multidisciplinary and specialized LLIN planning and logistics experts to establish a roster of consultants for LLIN distribution support as needs arise.
Specific tasks will vary depending on the needs of each country and but may include the following:
Coordinate closely with the NMCP, the LLIN Campaign Committee, Alliance for Malaria Prevention (AMP) technical advisors, regional and sub-regional partners to ensure that all LLIN campaign planning and implementation for the Extreme North is harmonized with national plans and adapted to regional context as agreed with these stakeholders and with PSI and VectorLink teams.
Identify lessons learned from previous experience LLIN campaign implementation in selected districts and work with central and regional stakeholders to propose context-specific implementation plans and budgets in line with national LLIN campaign plans and decisions.
Assist with the development or modification of tools for context-specific campaign implementation, such as training guides, data collection forms, training simulation exercises, supervision and monitoring checklists, following agreement and guidance from national and regional LLIN stakeholders and PSI and VectorLink teams.
Participate in LLIN Campaign planning and review meetings and provide a written summary of key points and official meeting notes (when available) to PSI and VectorLink teams.
Propose and implement strategies to ensure 100% of targeted beneficiaries reached, including risk assessment and mitigation planning, independent monitoring of household registration and/or LLIN distribution and in or end process evaluations and identify any technical gaps for development of protocols and questionnaires.
Support the organization and successful functioning of LLIN microplanning workshops for operational planning and budgeting, as well as data consolidation and reporting
Work closely with PSI staff to identify, recruit and train a LLIN campaign implementation and monitoring team for selected districts
Develop and validate a campaign-specific security plan for all LLIN campaign staff in collaboration with PSI security teams and focal points
Monitor implementation during key phases of activity (e.g. training, household registration, LLIN distribution) and provide detailed reports of strengths, weaknesses, and on-going improvement plans
Support NMCP, national and regional partners to propose any necessary context specific refinements the logistics and supply chain management strategy for selected districts: roles and responsibilities of campaign partners, quantification of macro storage and transport requirements, human resources, and methods for LLIN distribution, logistics implications of campaign strategy and planning.
Participate in
preparing the logistics plan of action, timeline and budget, as well as supporting documents regarding warehousing, transport, and security of LLINs, budgeting, and overall supply chain management for selected districts with the NMCP, GHSC-PSM, and key regional and sub-regional stakeholders
Track and ensure timely and accurate delivery of LLINs and campaign materials according to the logistics plans in place.
Ensure appropriate use of logistics tools for campaign implementation, such as training guides, logistics tracking tools, training simulation exercises, supervision and monitoring checklists
Assist with the identification of strategies to ensure 100% LLIN accountability, including risk assessment and mitigation planning for each stage of the campaign and each level of the supply chain.
Lead VectorLink implementation during key phases of activity (e.g. LLIN reception, logistics training, warehouse assessments, LLIN transport, LLIN distribution)
Ensure the clear implementation and uptake of messages in the national LLIN communication plan around household registration, procedures for net pick up, and the disposal of net packaging.
Ensure implementation of social mobilization strategies and other appropriate communication approaches including the use of mass media for target groups with different communication requirements, as well as the development of advocacy and engagement packages for specific audiences
Coordinate with PSI M&E staff to implement monitoring and evaluation components of the LLIN Campaign M&E Plan and ensure complete, accurate and timely reporting of household registration and campaign data. This includes assisting with use of the database for the household registration and LLIN distribution, including troubleshooting over initial days of data entry to ensure that the key information can be extracted daily for programmatic actions
Based on the plan of action, logistic requirements, timeline and budget, flag any gaps in operational planning and budget that could impact negatively the successful LLIN distribution campaign
Organize and/or participate in independent process evaluations of campaign implementation to provide external feedback to NMCP and partners as requested.
Participate in wrap up meetings following campaign implementation to provide final inputs to NMCP and partners for final reporting
Deliverables
Weekly activity reports and detailed campaign plans
Incident reports as needed
Detailed trip report
Draft LLIN campaign report for the selected districts as determined with supervisor
What are we looking for?
At least 3 years of experience working on mass LLIN distribution campaigns, mass vaccination campaigns, or other large-scale health commodity delivery operations is required.
A minimum of 3 years’ experience in strategy, planning, and implementation assistance, and/or logistics and in-country supply chain management.
Knowledge of broader health policies and National Malaria Control Programs and the Roll Back Malaria Program desirable.
Experience working in challenging environments.
Representational skills and ability to interface with multiple stakeholders in a professional matter.
Experience working with USAID and/or PMI a plus.
Fluency in written and spoken French (required). Professional competency in English (a plus).
