As a member of the Senior Finance & Admin Team, the Human Resources & Administration Manager will be expected to contribute at both strategic and operational levels to identify HR priorities and recommend appropriate people management strategies and solutions which support programmatic objectives, in addition to providing a customer-focused HR service.
S/he will have overall responsibility for the HR functions, including employee relations, compensation and benefits administration, development, implementation and administration of PCI’s human resources programs and employment policies, personnel record-keeping, training and workforce development, and compliance with labor laws and regulations.
The HR & Administration Manager will perform duties with all due diligence, efficiency and economy, in accordance with appropriate professional standards.
The position is contingent on funding of an anticipated multi-million dollar, US Agency for International Development (USAID)-funded project in Ethiopia that will improve resilience to enhance food security and inclusive economic growth for lowland pastoral communities. Key Duties & Responsibilities: Support and ensure the consistent implementation of HR and Administration policies and procedures for PCI Ethiopia at national and field office levels.
Oversee and supervise HR and administration staff at national and zonal levels.
Human Resources:
Coordinate and manage HR functions and activities in Ethiopia including, but not limited to, recruitment, on-boarding, orienting, contracts management, payroll, grievance and disciplinary processes, learning and development, performance management, compensation and benefits, code of conduct compliance, timesheet management, employee engagement and staff care.
Working closely with the COP, develop safety and security protocols, guide and coordinate with focal persons to develop and implement safety and security plans, and provide direction to all staff in maintaining a safe working environment.
Assist in the regular review, communication and implementation of updated HR policies, employment policies and/or administrative procedures in compliance to PCI's gold standards and evolving national labor laws.
Administration:
Manage all service provider contracts.
Provide appropriate, timely support to national and field offices on all office-related, administrative and logistical matters.
Oversee procurement activities including procurement planning, evaluating suppliers, goods and services, negotiating contracts, and ensuring approved purchases are cost-efficient and of high quality.
Ensure effective office management including facilities, internet and communications, office supplies, administrative procedures, inventory control, and office staff supervision.
Ensure
high quality logistical services, and implement systems to ensure efficient allocation and utilization of supplies, facilities and transport services.
Support asset management, ensuring that PCI equipment is properly maintained and supported, with proper documentation in place at all levels.
Manage support for travel arrangements, visas, work permits, and logistics for staff and PCI guests.
Participate in PCI’s innovation efforts and in teams on innovation initiatives

Position Parameters/Special Responsibilities Required:
The position will be based in Addis Ababa, Ethiopia but will require periodic travel to the field offices.
Ability to travel domestically up to 10% of time.
Required Qualifications:
Education:
Bachelor’s degree and/or Master's degree in a field related to HR Management, Business management or administration, or relevant field.
Experience:
Minimum of 5-8 years of relevant experience in positions of increasing responsibility in Human Resources and administration, with at least 3 years at a management level.
Experience in resource management and staff development in an international organization.
Skills:
Excellent written and verbal communication skills in English.
Strong knowledge of Ethiopian labor laws and legal requirements.
Excellent organizational, interpersonal, and people-management skills and demonstrated capability to work in a multi-disciplinary team environment.
Ability to work in a high-pressure, deadline-oriented environment.
Demonstrated ability to multi-task, prioritize, focus on projects and tasks with the highest potential for success.
