Background

Private Sector Foundation Uganda (PSFU) is Uganda’s private sector apex body responsible
for policy advocacy and sustaining a conducive and enabling business environment for the private sector growth and competitiveness. Since its founding in 1995, PSFU has served as a focal point for private sector advocacy as well as capacity building; and continues to sustain a positive dialogue with the Government on behalf of its members and for the private sector in general.

The Policy and Business Development Department is responsible for conducting extensive consultations and stakeholder engagements, enhanced business research and analysis, and improved policy dialogue with various partners and/or stakeholders for a conducive and enabling business environment that enhances private sector growth and competitiveness. In order for the Department to fulfill its growing obligations; PSFU intends to recruit the services of qualified personnel with suitable credentials and experience for the role of Sector Coordinator, Trade, Transport and Logistics.

Duties and Responsibilities:

The Sector Coordinator, Trade, Transport and Logistics will be the overall Coordinator of
trade, commerce transport and logistics sectors. As part of that, he/she will be engaged in the
analysis and negotiations of regional, local and international trade, laws and policies governing the same at PSFU, the transport and logistics sector on behalf of the PSFU. In particular, He /She will be responsible for the following roles and responsibilities.

  • Lead policy research in areas of regional, local and international trade and investment to generate issues for policy advocacy;

  • Lead policy research and analysis on transport and logistics issues at regional, local and international levels.

  • Review and analyse regional, local and international trade laws and agreements and inform PSFU members of the implications and way forward.

  • Conduct market intelligence surveys on the niche markets for Uganda’s private sector locally, regionally, continental and globally.

  • Analyse Uganda’s tax laws and establish their impacts on Uganda’s private sector’s access to regional and global markets and through consultation with PSFU members propose practical policy alternatives that facilitate private sector growth and competitiveness.

  • Take the lead in the development of policy briefs, position papers, working papers or Journal articles to be shared in different platforms at national, regional and global levels;

  • Coordinate trade, transport and logistics-related meetings and consultations/meetings with private sector members as required, to identify key issues and barriers to international trade;

  • Lead policy debates and campaigns on trade, investment, transport, logistics and related issues in national, regional and global platforms;

  • Represent the private sector in international trade negotiations and other trade negotiations nationally and internationally as guided by Director Policy and Business Development.

  • Contribute to the design, implementation, and analysis of needs assessment interventions in the area of trade facilitation, including surveys, diagnostic assessments, consultations, semi-structured interviews, etc.

  • Collect (and, if needed, translate) relevant
    data and documents/policies/laws that are connected to international trade facilitation reforms;

  • Review research materials generated both internally and externally to clearly articulate private sector perspectives on various policy positions.

  • Provide in-house technical expertise on international trade issues and contribute to
    the preparation of analytical reports, policy papers and notes, presentations, and briefing materials that are clear, concise and relevant for policymakers.

  • Establish and maintain excellent working contacts at the operational level with
    Government Ministries, Departments and Agencies (MDAs), national authorities and experts, and International Agencies and trade blocks such as AfCFTA, EAC, COMESA, SADAC, EABC, WTO, UNCTAD, and World Bank among others for effective policy advocacy.

  • Provide practical guidance to the private sector on the implementation and impacts of the trade protocols and agreements ratified by Uganda.

  • Participate in meetings of the Trade, Commerce, Transport and Logistics Committees and ensure that sector member issues are well articulated and represented.

  • Provide policy guidance as it relates to trade, commerce, transport and logistics and the business environment.

  • Carry out other related duties as assigned.

    Education

  • Master’s Degree or higher studies in International trade law, international business, international trade, economics or related fields. A Ph.D. in related disciplines is an added advantage.

    Experience

  • Minimum of seven (7) years of relevant experience in matters of international trade
    facilitation. In particular, experience in international trade-related technical assistance
    is required.

  • At least three, preferably five years’ experience in research and policy analysis related
    to international trade and business environment.

  • Proven experience in research and writing of policy briefs and position papers.

  • Previous experience in coordinating trade missions, meetings and consultations.

    Knowledge, Skills, and Abilities Required

  • Excellent understanding of international trade, trade-related policies and multilateral trade agreements.

  • Good knowledge of trade facilitation measures and of the WTO Trade Facilitation Agreement (TFA).

  • Ability to conduct independent research on economic topics, and determine the suitability,
    validity and accuracy of data provided by different sources.

  • Excellent analysis, communication and writing skills.

  • Good understanding of Uganda’s trade agreements and laws.

  • Excellent research and data collection skills.

  • Ability to network with officials from the public and private sector.

  • Ability to multi-task and meet tight deadlines.

  • Very organized and meticulous with a great sense of detail.

  • Ability to work independently under limited supervision.
