BackgroundPrivate Sector Foundation Uganda (PSFU) is Uganda’s private sector apex body responsible
for policy advocacy and sustaining a conducive and enabling business environment for private sector growth and competitiveness. Since its founding in 1995, PSFU has served as a focal point for private sector advocacy as well as capacity building; and continues to sustain a positive dialogue with the Government on behalf of its members and for the private sector in general.
The Policy and Business Development Department is responsible for conducting extensive consultations and stakeholder engagements, enhanced business research and analysis, and improved policy dialogue with various partners and/or stakeholders for a conducive and enabling business environment that enhances private sector growth and competitiveness.
The department carries out evidence-based policy advocacy at both national, regional and
international levels. In order for the Department to fulfill its growing obligations; PSFU intends
to recruit the services of qualified personnel with suitable credentials and experience for the
role of Economic Policy Analyst and Research Coordinator.
Duties and Responsibilities:The Economic Policy Analyst and Research Coordinator will be the overall coordinator of
economic policy research and analysis on matters that affect PSFU members. As part of that, he/she will be engaged in the research, analysis, and writing of policy briefs and position papers on economic issues at national, regional, continental, and global issues. Where necessary, the Coordinator will also engage in dialogues and negotiations on the same on behalf of PSFU. In particular, He/She will be responsible for the following roles and responsibilities.
Generate issues for policy advocacy through analysis of government policies and laws that affect the private sector;
Lead the overall economic policy research in all spheres that affect private sector growth and competitiveness;
Work with Sector Coordinators to do economic research on issues that affect all the 12 sectors under PSFU’s portfolio.
Develop economic policy research and analysis tools for PSFU.
Carry out research and analyze regional, local, and international trade laws, policies and agreements and inform PSFU members of the implications and way forward.
Carry out research and analysis of Uganda’s tax laws and establish their impacts on Uganda’s private sector’s growth and competitiveness are national, regional and international levels and propose practical solutions to the same.
Take the lead in the development of policy briefs, position papers, working papers or Journal and newspaper articles to be shared in different platforms at national, regional, and global levels;
Participate in all sectoral meetings and generate issues that require research and analysis and work on them accordingly.
Participate in economic policy debates and campaigns on matters that affect private sector growth and competitiveness at both national, regional and
global platforms;
Whenever called upon, the Coordinator, Economic Policy Research and Analysis will represent the private sector in international trade negotiations and other trade negotiations nationally and internationally as guided by Director Policy and Business Development.
Review research materials generated both internally and externally to clearly articulate private sector perspectives on various policy positions.
Provide in-house technical expertise on economic issues and contribute to the preparation of analytical reports, policy papers and notes, presentations, and briefing materials that are clear, concise and relevant for policymakers.
Carry out a stakeholder mapping for all players within the private sector space that
contribute to the growth and competitiveness and use the same to generate data and information required for policy briefs and other research papers needed for policy advocacy.
Carry out other related duties as assigned.
Education
Master’s Degree or higher studies in economics, International trade law and policy, or related fields. A Ph.D. in related disciplines is an added advantage.
Experience
Minimum of seven (7) years of relevant experience in matters of economic policy research and analysis with good knowledge on Uganda’s economic laws and policies that affect the private sector (including the tax laws).
At least three, preferably five years’ experience in economic policy research analysis
related to international trade and business environment.
Proven experience in research and writing of policy briefs and position papers.
Knowledge, Skills, and Abilities Required
Good understanding of national, regional and international economic policies and procedures.
Excellent Good understanding of Uganda’s tax laws and policies.
Excellent understanding of the nature of Uganda’s private sector.
Excellent understanding of international trade, trade-related policies and multilateral
trade agreements.
Ability to analyse economic laws and policies from the perspective of all sectors that make up Uganda’s economy.
Ability to conduct independent research on economic topics, and determine the suitability,
validity and accuracy of data provided by different sources.
Excellent analysis, communication and writing skills.
Good understanding of Uganda’s trade agreements and laws.
Excellent research and data collection skills.
Ability to multi-task and meet tight deadlines.
Very organized and meticulous with a great sense of detail.
Ability to work independently under limited supervision.
