Job Description

Prime Vocational Institute (PVI) is a Private Training Institution registered by Ministry of Education & Sports Reg:no MoES/BTVET/203. PVI was established in 2012 to promote access to quality market-oriented vocational skills and gainful employment for the unemployed youth and women in Uganda. The Institute pays attention to holistic empowerment of the trainees through entrepreneurship skills, computer competences, life skills development and nurturing of talents. Our Vision is “To be a Centre of Excellence for competence-based vocational training and enterprise development in the Region.”

Because PVI is a dynamic and innovative Institution with several partners and various projects, the person in this position must have the energy and commitment to lead in an entrepreneurial environment. The person must have the ability and be willing to fulfill multiple responsibilities.

Under the direction of the PVI Director and/or the Principal, the Accountant is responsible for performing finance and administrative tasks within the Institute following established standards and procedures. This position requires abilities to plan, develop, organize, direct, and coordinate a range of activities related to general ledger, accounts payable, cash management, payroll, and accounts receivable and produce the necessary regular financial plans and reports on strict deadlines.

Duties and Responsibilities:

  • Ensure that processes and controls are in place to ensure that there is accuracy and integrity of the financial information.

  • Develop in conjunction with management staff, annual and termly budgets plus budget management and controls.

  • Prepare and make available books of accounts on regular basis that include statutory financial statements and management reports for timely decision making.

  • Update and post books of accounts in electronic accounting system ensuring production of timely financial reports to management, Board of Governors, and development partners.

  • Liaise with all PVI partners as far as finances are concerned including preparation of required financial documents and reports and follow up of partner commitments for timely disbursements and reporting.

  • Provide leadership and training to PVI staff regarding financial matters and provideguidance in the understanding, interpretation, and application of financial information in decision making.

  • Monitor the activities and budget performance of the various projects, programs, ensuring compliance with appropriate
    regulations, PVI policies and procedures, and accepted financial practice and standards; coordinates remedial action as necessary.

  • Supervise other support staff, which includes work allocation, training, problem resolution and motivation to achieve peak productivity and performance.

  • Verify that proposed obligations or expenditure for services, facilities supplies and equipment expenses, as well as those pertaining to personnel, are in accordance with the Financial Regulations and Rules of the PVI, relevant appropriations and budget codes.

  • Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.

  • Respond to external audit and partners financial checks observations and provide timely information needed to respond to the findings.

  • Ensure accurate and timely disbursement of funds, ensuring that payment is made to vendors, implementing partners, service providers and other stakeholders.

    Qualifications and Experience:

  • Bachelor’s degree in Accounting, Finance, Business Administration or a relevant business degree from a recognized Institution.

  • Membership to Professional qualifications like ACCA, CPA etc is an additional advantage.

  • Practical professional experience of a minimum of five years including at management level.

  • Knowledge of financial planning and budget management principles, policies, laws, and regulations, as applied to Educational Institutions.

  • Ability to supervise and train employees, to include financial procedures, organizing, prioritizing, and scheduling work assignments.

  • Excellent computer skills especially Microsoft office, internet, and use of electronic accounting packages.

  • Excellent communication skills both oral and written.

  • An understanding of and commitment to the mission and vision of the Institution.

  • Ability and willingness to work flexible hours when necessary.

  • A self-starter who can take direction, problem solve, and follow through to achieve results.
