Responsibilities:Improve Systems, Build Capacity and Provide Technical Support
Work with Country Managers and maintain appropriate and easy to use data-collection and data-entry tools.
To provide technical support to the PSI office on databases, data entry and new initiatives (e.g. GIS databases)
Work closely with the finance team to prepare variance analysis for the donor reports
Working with the PSI team you will plan and review SR monitoring plans every month
To assist the PSI office in the presentation of data for planning new activities
Prepare and facilitate trainings for data collection staff on tools and data collection techniques in collaboration with Country Representative.
Forecast and track consumption of health product commodities
To oversee and monitor data flow procedures and coordinate data-cleaning, data-collection, entry, and analysis to ensure timely reporting and meeting of deadlines.
Collect, review and file source documentation from all programs in a centralised location, and on a regular basis including the design and maintenance of a proper filing system.
Perform regular data quality audits and quality assurance processes, provide recommendations on how to improve overall data quality, and give feedback to field staff and Country Representative.
Analyse data collected in order to understand how program implementation is progressing, and to offer suggestions on how to ensure programs achieve strong results and meet targets.
Share data-analysis results and finalized donor reports with relevant staff in the M&E department, including field-based staff, to ensure that they are regularly updated on program achievements and progress.
Collaborate with Partners and Stakeholders
Provide M&E capacity building to SRs through routine assessment, DHIS refresher training.
Ensure efficacy and functionality of PSI’s DHIS system and take active role in the MoH initiative to transition the database reporting system from DHIS1.4 to DHIS2.
Be an active participant of the National M&E Technical Working Group, work with the Ministry of Health, Research and M&E Department to ensure harmonization of tools, contribute to in-country evidence based approach, and partner with National, State and County Ministry of Health M&E departments.
Provide the technical lead in the mapping exercise of CBDs, CBD Supervisors, and health facilities through the program partners.
Facilitate clear lines of communication between relevant colleagues within PSI South Sudan, regional office Nairobi and Washington DC
Where relevant, work with partners to build capacity on data collection in the field, data-entry and reporting.
To lead the PSI team in compiling data for donor reports
To make a brief monthly report on achievements and submit a plan for next month’s activities to your line manager
Manage and Mentor
To make site verification trips as required and supervision of the M&E team on site visits including the mass distribution of nets and routine distribution of commodities
Provide support and relevant training to Health commodities officers, site monitoring assistant and data officer
To devise and update site monitoring checklists
To ensure that there is timely and accurate reporting as required.
To oversee the M&E team verifying data and commodity management providing the CR with analysis of challenges faced at site level and make recommendations on corrective measures
To write a workplan, under support from Line manager, for probation period and then every 6 months
To ensure that your team have a valid workplan and that it is reviewed every 6 months
To ensure that you have a leave plan for the M&E team and that it is regularly managed, updated and submitted to the CR and HR manager
Although PSI operates normal office hours you will be expected to manage your time and that of your team in order to complete the task in hand
Due to the nature of the tasks to be performed, confidentiality is a requirement
To complete a staff performance appraisal after probation period and after every XX months

The successful candidate will be a strong analytical thinker, decision maker and problem solver with excellent organization, communications, and interpersonal skills; a hands-on person capable of self-discipline able to deliver results in a challenging environment.
A Diploma or certificate in areas such as; Purchasing and Supply, Material Management and Administration, Business Administration M&E
Demonstrated experience with developing and using M&E tools
Demonstrated experience with designing and managing databases reporting and tracking program achievements
Proven experience in data analysis
Proven experience implementing health facility and community based M&E activities
Ability to undertake field visits
Excellent skills in use of DHIS and DHIS2 with proven experience in building capacity of Partners and MoH in implementing DHIS and DHIS2
Experience supporting international development projects, funded by major international donors
Experience in Global Fund programmes
Ability to effectively engage with other partners and government institutions
Demonstrated ability and motivation to build local staff capacity and train others
Superior communications skills, verbal and written, including the ability to engage effectively with staff at all levels
Fluency in spoken and written English
