We are looking for a dynamic Quality Assurance Associate Director that serve as the guardian of quality assurance/quality improvement on the MULU KP Activity, contributing to a quality service orientation across PSI/E (90% MULU KP/10% other).
Infusing the science of QI, the Associate Director will ensure the quality of MULU KP programming by
(i) leading development and implementing the QA/QI framework and standard operating procedures across MULU KP and broader PSI/E; (ii) building and leading a QA/QI sub-team to build QA/QI capacity at all levels;
(iii) strengthening capacity of the sub-team to monitor, audit and improve quality of programming on a continuous basis, including routine IQA/EQA;
(iv) applying QA/QI to increase ART adherence and retention in liaison with the Associate Director/Clinical Services;
(v) serving as PSI/E focal person to institutionalize PSI’s Health Network Quality Improvement System (HNQIS);
(vi) liaise and participate with MOH/Technical Working Groups on QA/QI-related issues;
(vii) publish and represent the Activity and PSI/E at national and international workshops and conferences.
Key Result Areas:
Operational excellence and continuous quality improvement (e.g., quality improvements; compliance rate; integration of HIV, STI and RH services; increasing demand for clinical services; satisfaction with tests, counseling, treatments delivered; newly identified HIV positives; best practices adopted; programmatic innovation; community ART program scale up; breadth and depth of implementation of quality assurance)
QA/QI leadership, planning, coordination and monitoring (e.g., SIMS preparation; timeliness and quality
of assurance deliverables; quality assurance monitoring; coordinate EQA and Mentorship; stakeholder support in QA; accurate and timely QA reporting)
QA/QI system and capacity building (e.g., establishment of QA/QI sub-teams at all levels; QA/QI governance and management capacity; SOPs standardized and updated; QA/QI trainings to PPN and DIC providers; HNQIS roll-out)
Main Duties and Responsibilities:
Design, plan and lead implementation of the QA/QI framework to assess the service delivery at public, private and DIC levels
Ensure QA/QI sub-team is effectively monitoring, auditing and improving quality at the site level, conducting supportive supervision, coaching and mentoring as required is established at all levels.
Design, plan, lead and monitor the QA/QI process in line with GOE QA transformation agenda and PSI HQ QA standards.
Lead and design integrated joint supportive supervision.
Leverage the SIMS tools to update QA/QI standards and lead SIMS score improvement at each site level.
Develop capacity of the QA/QI sub-team to conduct, drill, review and evaluate clients' medical records, to ensure competence and compliance to SOPs.
Review monitor and track risk management guidelines and procedures.
Lead review meetings for quality improvement execution and follow up.
Lead the set-up and rollout of HNQIS, an off-line tablet-based tool to plan, assess, improve and monitor quality at the service provision level
Conduct regular QA/QI visits and provide on the job coaching to the QA/QI team
Actively participate in MOH and partner coordination meetings /technical working groups ensuring the establishment and maintenance of linkages with other implementing partners at national level.
Generic Duties of the Position:
Develop and implement the Division’s plans and objectives.
Monitor and ensure the proper utilization of the Division’s budgets.
Identify human resources requirements of the Division and develop plan for meeting the requirements.
Lead the development, implementation and review of relevant Divisional policies and procedures.
Review, approve and submit Divisional reports to relevant organs.
Support the development of subordinates through periodic performance evaluations, coaching, mentoring, on-going performance dialogue and feedback.
Manage disciplinary concerns of the Division’s staff.
Represent the Organization in external relationships related with the Division.
Participate in group decision making processes by forming part of different groups/committees.
Job Requirements
Background
Master’s degree in Public Health, Nursing and higher-level QA/QI training/orientation with 8 years of demonstrated experience out of which five (5) years are at a supervisory level
