Position Summary:

The Population Council is seeking a Country Director for its office in Ethiopia. Successful candidates will have experience in key management and leadership roles in international development and broad research knowledge of global health, including on issues related to sexual and reproductive health and rights, adolescents and young people, gender equality and equity and climate and environmental changes.

The Country Director will be responsible for achieving the strategic direction of the Council’s work in Ethiopia. They will lead external relations with government, donors, and national and international NGOs to identify research opportunities, promote utilization of research results and fundraise. The Country Director will provide technical support to research initiatives to gather and utilize high quality evidence for program and policy change.

The Country Director will also supervise and ensure that project goals and milestones are met in accordance with project budgets and work plans. They will provide on-going budget oversight and management of all projects and grants in coordination with the headquarters financial team.

The Country Director will have overall responsibility to ensure that the financial and administrative management of the office comply with local laws, budgetary allocations, donor requirements, and Council policies and procedures. They will also ensure adherence to national regulations related to CSOs in country and to national labor laws.

They will provide guidance, supervision, capacity building, and leadership to Council staff and consultants in Ethiopia, and will oversee recruitment and hiring, and performance management.

The Country Director will also serve as a Principal Investigator for selected research studies. The Council has a diverse portfolio of research in Ethiopia, with activities that represent a range of the Council's social and behavioral program priority areas.

Since 1993 in Ethiopia, the Population Council has been working in partnership with government, ministries, and community-based organizations to improve the lives of adolescent girls and young women, and the men and boys in their lives.

The Council conducts population-based surveys and qualitative studies to generate reliable data about the lives of young people in Ethiopia. These data have been instrumental in shaping national and international policies and programs for young people in Ethiopia and globally.

Responsibilities:

Country Office Leadership and Management

  • Leads the development and refinement of the country strategy for the Council’s Ethiopia office to articulate needs and priorities of the country within the context of the Council’s four priority focus areas: sexual and reproductive health and rights and choices, adolescents and young people, gender equality and equity, and climate and environmental changes.

  • Leads the development and implementation of effective office systems and procedures, including robust systems that ensure safeguarding of Council assets and resources within the context of Council policy.

  • Responsible for direct management of the Finance and Administrative team that support program activities on the execution of local and international policies and procedures.

  • Provides ongoing budget oversight and management.

  • Responsible for provisioin of positive and supportive guidance, supervision and leadership to Council staff and consultants, including recruiting and hiring, and performance management.

  • Ensures adherence to regulations related to CSOs in Ethiopia and compliance with local labor laws.

    Technical/Research

  • Leads oversight of all intellectual technical activities to carry out operational and behavioral research in the Council’s priority focus areas in Ethiopia. This includes developing or contributing to the dresearch study designs, protocols and study procedures and instruments, collaborating with partner organizations, overseeing study implementation and monitoring progress, and analyzing data.

  • Prepares research reports and manuscripts for dissemination through peer reviewed journals or other platforms.

  • Responsible
    ofr ensuring quality, ethics, program relevance and country needs in the design and implementation of programmatic research and other activities in Ethiopia.

  • Mentors, supports, and strengthens the capacity of staff and consultants in the country office. Responsible for ensuring close collaboration of the office team with the Council’s International Programs division and the Scientific and Technical team leadership, to develop and produce high quality research.

  • Maintains and develops collaborative efforts with staff across the Council, including in Africa, other regions, and offices in the United States (I.e, New York and Washington DC.)

    Business Development

  • Leads research and project fundraising activities of the Council in Ethiopia in collaboration with the Council’s International Programs and Business Development teams, including proposal development and donor stewardship, with an emphasis on growing the Council’s research agenda.

    Representation

  • Represents the Population Council in all of its activities in Ethiopia. This includes interacting and developing relationships with all major organizations, including donors, development partners, policy makers, collaborating agencies, NGOs and government and private sector institutions.

    Qualifications:

We encourage applications from individuals with diverse and/or nontraditional backgrounds who bring passion, skills, and experience in many or most of these areas.

  • Advanced degree in social science, medicine, global health, or related field, with relevant training and expertise; Doctorate strongly preferred.

  • At least ten years of relevant experience in a progressively senior capacity.

  • Proven ability and interest in managing and administering a country-level program that addresses one or more of the four priority focus areas at the Council: sexual and reproductive health and rights and choices, adolescents and young people, gender equality and equity, and climate and environmental changes.

  • Proven experience in fundraising and donor reporting, cultivating donors and winning research grants.

  • Proven experience in recruiting, monitoring, and supervising staff; and managing project resources

  • Demonstrated ability to work well with varied levels of national and international staff within a complex technical assistance organization, and ability to work in a multicultural environment.

  • Strong leadership and management skills and the vision to build, motivate, develop staff skills and capacities, and lead the Ethiopia office in a collegial manner.

  • Demonstrated ability to design, implement, analyze, publish, and disseminate research in developing countries.

  • Demonstrated ability to promote the use of research for the improvement of programs and policies on Council priority focus areas in Ethiopia, the region, and globally , and the scale up of successful interventions

  • Reputation for excellence in public health programs, through past positions and publications record.

  • Superior diplomatic, representational, problem-solving, management and interpersonal skills.

  • Ethiopian national strongly preferred. Candidates with right of residence and employment in Ethiopia are desired.

  • Understanding of the Ethiopian context (e.g., government entities) and fluency in Amharic and other local languages is highly desirable.

  • Excellent English written and oral communication skills.

  • Willingness to travel within Ethiopia, the region, and overseas on a regular basis.
