Dimensions of the Role
The Regional Policy, Advocacy and Research Advisor is a key member of Plan International Regional Influencing, Communications and Partnerships team.
Charged with developing and coordinating regional policy positions, strategically positioning Plan International on key development and humanitarian policy debates and raising its profile locally and internationally.
He/she oversees the development of appropriate, coherent and compelling policy analysis and messaging at regional and international levels, with the aim of influencing the policies or practices of key actors, enhancing the impact and increasing the coverage of Plan International’s work.
This position also supports a visibility strategy and organizational positioning processes that expands Plan International’s ability to influence policy, raise resources and support Plan International’s engagement and positioning with the international development community in the region and abroad.
S/he builds relationships to expand and deepen strategic partnerships and engagements in coalitions, and optimizes organizational positioning as a vibrant and innovative child development organization
Working closely with the Programme team to ensure influencing is evidence based and the Programmes and Influencing approach is applied
Accountabilities
Lead and manage the design and implementation of the Advocacy priorities that align to and complement the RESA and Global Programme and Influencing Strategy.
Undertake in-depth power and policy analysis of the structures, systems and networks in the region and COs to identify opportunities for changes in law, policy, budget and behaviour that will drive the achievement of advocacy goals and objectives in the region
Act as a key focal point for ensuring the integration of the gender perspective into all advocacy work in the region.
Identify and contribute to the convening and organization of high-level public policy platforms and dialogues and support senior Plan International staff in integrating an advocacy and gender perspective into talking points and other materials.
Support a strong feedback loop and link between advocacy at the country, regional and global levels by providing inputs and collaborating with global initiatives and/or Liaison Offices.
Coordinate with Plan International humanitarian advocacy staff to ensure complementarity and consistency across policy positions and advocacy platforms.
Act as a key focal point for ensuring the integration of the gender perspective into all advocacy work in the region while ensuring strong linkages with the Programmes and Monitoring, Evaluations and Research (MER) staff so that advocacy and policy approaches
are evidence based.
Identify, build and maintain value-added strategic partnerships and engagement with key stakeholders such as civil society organisations, multilateral institutions, relevant coalitions and networks, and other influencers to further Plan International’s delivery of its influencing agenda.
Lead the development of key advocacy messages, defining effective tactics to leverage influencing strength and mobilise support for change making in RESA.
Design and deliver strategic influencing activities, such as workshops and events through mapping out key moments in time (events, report launches, consultations) at the national, regional and sub-regional levels to spotlight advocacy work and present Plan International as a leader in children, in particular girl’s rights, to a diverse range of stakeholders.
Represent Plan International at advocacy and policy meetings and events where necessary.
Initiate and conduct new and relevant research. Write policy briefs on regional developments and trends, including mapping relevant stakeholders, potential impact and opportunity for engagement.
Contribute to monitoring and evaluation of advocacy work, in particular, assessing the impact and extent of gender integration.
Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Qualifications
Hold a university qualification in political science, international law, international development, communications or an equivalent qualification
Experience in developing and delivering advocacy strategies in development and / or humanitarian contexts. Demonstrated experience in using key influencing strategies such as advocacy, lobbying, movement building, or policy development
Experience in carrying out power, policy and political analysis to inform strategies and projects
Strong knowledge of child and women’s rights and gender justice.
Good understanding of the development and NGO sector.
Experience of working with coalitions and networks.
