    Role Purpose

    Education and Early Childhood Development is one of the five program Objectives. Our primary goal is to focus on quality, inclusion and governance in Early Childhood Care and Development and Primary Education, promoting enrolment and retention, particularly of girls in schools.

    The overall responsibility of this position is to manage day to day implementation of the CLAC-ECD project interventions in Nebbi/Lira/Alebtong districts working in collaboration with other members of the project team and other project stakeholders (local government, NGO partners, Communities).

    He/she will ensure that the project activities are implemented in a timely and efficient manner in a bid to contribute to improved Early Childhood Development in the communities targeted by the project.

    He/she directly implement project supported interventions to achieve the set objectives and targets.

    He/she will be a member of the Education and ECD team at national level and member of the Program Team at Program Area level. He/she will report to the ECD Project Coordinator

    Dimensions of the Role

    Establishment and Scaling-up ECD service delivery working in collaboration with district local government stakeholders:

  • Support in the identification of appropriate sites for establishment of ECD centers.
  • Lead and manage the process of identification and recruitment of suitable care givers and Center Management Committee members.
  • Conduct orientation and mentoring of Care givers in ECD center management and Child protection.
  • Manage and Supervise daily duty schedules of Care givers in collaboration with the Center Management Committee members.
  • Ensure recommended professional training and capacity building for Care givers are conducted and/or supervised, monitored and evaluated for effective delivery of ECD services.
  • Manage and maintain ECD center records especially enrolment/ attendance registers and equipment inventories.

    Conduct performance appraisal for Care givers
  • Technical support to CLAC ECD Project in delivery and scaling-up of ECD parenting Education.
  • Mobilize and educate parents and community members to participate in ECD interventions within the centers and at community level.
  • Support the formation, training and operationalization of strong ECD Center Management Committees for each of the centers.
  • Coordinate with all the key partners in the district to enhance mutual support and establish a strong networking framework.
  • Support the documentation and sharing of learning, knowledge and experience generated from Plan Uganda’s ECD interventions as widely as possible.
  • Prepare and submit weekly and monthly reports to the project Manager.
  • Support consultants or Resource persons hired to provide various services.
  • Develop strong and sustainable relationships with local and international NGOs, Government institutions and other stakeholders involved in ECD work.
  • Ensure strong internal programme integration and external programme coordination with relevant stakeholders.
  • Keep abreast of developments within the ECD portfolio and share best practices within and
    outside Plan Uganda.
  • Provide support to Plan teams and communities to identify and access resources that will enable them to meet the needs of ECCD children.
  • Represent Plan in ECD/Education coordination and working group meetings.

    Account-abilities

  • This role has no direct staff management role attached to it.
  • Adhere to the Child Protection Policy, Code of Conduct and reporting any CPP issues.
  • Responsible for the implementation of the CPP standards as they apply to area of responsibility plus the development of actions to address identified gaps and monitoring their effectiveness.
  • Ensure that all Plan International partners, visitors and associates in his/her area of responsibility are provided with, are made aware off and have signed and returned a copy of the child protection policy.
  • Inform the partners, visitors and associates that they must comply with the policy in all contacts and communications with children during their visit.
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.
  • This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

    Key relationships
  • Close collaboration and interdependence with the Programme Area Team and other support departments (Finance, Admin, Risk Management, Human Resource, Sponsorship)
  • Regular working relationship with Program Area teams, especially Project Coordinators /Project Officers and other focal points implementing similar projects.
  • Communications Department to ensure proper visibility and compliance to branding.
  • Local, national and international Civil Society Organizations, Private Sector actors, Government institutions especially district local government stakeholders and UN agencies to ensure Plan’s work is well linked to other initiatives.

    Technical expertise, skills and knowledge

    Knowledge;

  • Bachelor’s degree in Education/ECCD.
  • Minimum 2 years of professional experience implementing and/or managing community led programs for children 0-8 years.
  • Experience of managing projects, including project design, monitoring and evaluation (i.e. preparation of documents and reports for external dissemination).
  • Excellent writing, facilitation, and organizational skills.
  • Excellent command of the English language.
    Strong drive for results and ensuring timely delivery of program outcomes
  • Knowledge on inclusive programming approaches.

    Skills
  • Ability to ride a motorcycle is a Must
  • Good working knowledge of Microsoft office programs including MS Excel, MS Word and MS Power Point.
  • Strong skills in teamwork and networking.
  • Good communication skills (written and oral).
  • Excellent skills in documentation and report writing
  • Excellent negotiation and influencing skills in multi-cultural contexts
