Responsibilities
Providing functional leadership and support within emergency response settings, including the assessment, design, start-up, budget management, and implementation of emergency supply chain activities for multiple projects.
Rapid response workforce planning including recruitments, intensive training and situational, supportive management.
Coordination and reporting including Logistics Cluster engagement and civil-military liaison in an emergency response.
Lead and/or oversee the rapid scale of procurement activities including the identification of international and local sourcing options, management of downstream supply pipeline, contracting of goods, services and works suppliers, and liaising with IH procurement team and whilst at all times providing assurance, implementation and appropriate controls.
Provide oversight and direction to inventory and warehouse management across multiple projects including GIK management which may include setting up of temporary warehouses and transit hubs, renting of warehousing space, contingency stock management and the receipt of donations.
Oversight and development of fleet management and transport operations for emergency response including co-ordinating with existing country office operations to identify needs, acquire and utilise a variety of modes to meet the emergency response requirements needs safely and effectively.
Coordinate asset management for all emergency response assets including; donor liaison, disposal plans asset verification, compliant purchasing.
Responsible for the rapid identification and setting up of office and staff accommodation, and other premises in fast changing and volatile environments.
Coordinate emergency response distributions, including multi-partner planning, site set up, security, local authority liaison, and material resource planning.
Providing rapid and high quality technical input in project operational planning, enabling fast and effective delivery to meet humanitarian needs, as well as ensuring that they are in line with donor guidelines and operations manual regarding implementation and reporting.
Collaboration with other response team members (e.g. market assessment and infrastructure/supply chain assessments.
As required, you may also be asked to oversee or perform duties relating to IT, comms (VHF, HF and sat phones), security and safety management, customs, importation and government liaison and supporting and working with local partners.
Qualifications
Experience of leading emergency response supply chain function(s) at a country level, in disaster response contexts.
Experience in start-ups and implementation of donor grant projects, good knowledge of donor rules and regulations across humanitarian supply chain functions.
Technical background across all aspects logistics and supply chain management, including, procurement, warehousing, fleet management and humanitarian distributions.
Experience of contributing to
market and rapid needs assessments, contributing to emergency response and project plans.
Experience and knowledge of humanitarian supply chain management.
Knowledge and experience of risk and fraud identification and management, including short term mitigation strategies.
Strong negotiating and influencing skills to achieve operational outcomes, applying a breadth of approaches, styles and techniques to achieve desired outcomes.
Proven people management & interpersonal skills (role model in motivating, developing and supporting others), including performance and change management and the ability to apply situational leadership and applying coaching methods.
Effective communicating and collaborating across cultural, geographical and structural boundaries, engaging positively and constructively with colleagues.
Strong project management and organisational skills, results oriented and comfortable making decisions and taking appropriate risks.

Plan International Safety & Security Specialist Job Vacancies in Kenya
Responsibilities
Ensure regular security briefings are conducted for all deployed staff and provide an opportunity for employees to voice Safety and/or Security-related concerns.
Maintain strong communications between all stakeholder at all times
Monitor political, social, economic and military situation and identify trends relevant to security situation.
Ensure that security planning becomes an integral part of day-to-day operations and is integrated into the development of future programs.
Perform security risk assessments or evaluation missions to the field and regularly review safety and security procedures.
Develop and regularly update the Safety and Security Management Plan and tools in accordance with the nature of safety and security risks (inc. detailed threat assessment, security protocols, standard operating procedures for personal movement & transport, office, warehouse, tele/radio communications, incident report sheets, etc asset protection). Ensure gender considerations are clearly articulated in all safety and security documents.
Coordinate with Human Resources Manager/ Administrator to ensure field staff knows how to identify health risks in the region, how to protect against illness, injury and stress, and how to obtain proper support or medical treatment.
Qualifications
High level of experience in developing security related technical tools guidelines and systems.
Qualifications and / or experience in professional security related fields.
Strong assessment, evaluation, analysis and strategic planning skills.
Significant experience of managing safety and security in humanitarian crises.
Conversant with the international humanitarian architecture, particularly related to coordination.
Knowledge of Plan policies and procedures, Sphere and the Red Cross/ NGO Code of Conduct
Proficiency in information technology/ computer skills.
