Role PurposeThe Grant Finance and Compliance Specialist is responsible for creating effective financial management system at all level and ensuring donor compliance.
The job holder is ultimately responsible to monitor and provide grantee support on financial management and contractual compliance to local women’s organizations through a project titled “Women’s Voice and Leadership – Ethiopia ’’.
The project will support local women’s rights organizations with grants and capacity development to strengthen their organizational development, programming and advocacy, and sustainability.
Accountabilities
Grants Planning, Delivery, and Control: Responsible for coordinating and overseeing all financial planning, implementation and delivery of compliance aspects during grant funding, disbursement, management, budgeting and reporting for women’s organizations
Expected Outcomes
Planning and Budget Management
Support and coordinate annual and biannual work plan budget planning and preparations with project sub grant recipients and Plan international team
Support the development of grant application guidelines in close consultation with the Technical Granting and Advisory Committee
Review the financial transaction of grant recipients
With the engagement of the Project Lead, carry out financial and compliance monitoring of Grant Recipients
Support programme team in annual budget preparation to ensure the budget are accurate and incorporate all costs as required
Reporting
Review the report of the project sub-recipients and provide hands on support to ensure compliance and fiancé requirements
Produce and deliver regular financial and compliance progress report
Compliance and Monitoring
Coordinate the selection of Grant Recipients and Grant disbursements in consultation with Technical Granting and Advisory Committee
Ensure overall project compliance in terms of award management
Deliver compliance trainings to each Grant recipient and provide on the spot assistance as required
Provide technical support needed to Women Organizations regarding financial management so that high standards of compliance are maintained
Provide support on the overall project accounting and financial management
Ensure the availability of easy-to-use tools to manage the grant received through the project as well as build organizational capacity of the partner organizations
Develop and maintain systems for tracking and promoting compliance across the assigned WOs and sub-grantees
Educational Qualification and Experience
A minimum of a University degree in Accounting, Management, Economics, or related development fields
A minimum of five years of relevant professional experience in a related field, preferably in a grants management and compliance
Proven computer skills and knowledge of Microsoft software including MS Word processing, Power point presentation, Excel spreadsheets, e-mail, use of application software
Demonstrated record of grant management, specifically grant compliance issue, at local and international levels
Proven ability in grant management and reporting
Excellent networking and partnership building skills
Proven ability to work collaboratively in a multidisciplinary team environment
Strong understanding of feminist principles, gender equality, and women’s empowerment.
Strong understanding of Feminist International Assistance Policy
Strong understanding of feminist monitoring and evaluation, and results-based management tools and approaches.
Demonstrable experience supporting multimillion-dollar institutional grants through donors such as Global Affairs Canada, USAID, DFID and European Union.
Familiarity with Global Affairs Canada guidelines and requirements.
Strong understanding and proven application of project cycle management.
Strong experience in partnership management and aptitude for cultivating strong relationships with multiple stakeholders including women’s organizations, government, and donors.
