Role Purpose Under the direct supervision of the Country Administration Manager, this position will coordinate Fleet management aspects of Plan International Uganda’s operations, it will help Plan have a real impact on how it delivers projects and responds to emergencies by improving logistics & fleet performance both at Country Office and Program Area offices.
The role provides hands on direction, expertise and coordination to the Fleet role, will assist greatly in the delivery of Plan’s work by providing safe fleet, ensuring value for money and will help achieve greater impact in our work with children.
Dimensions of the Role
The role will give the post holder an opportunity to coordinate the Fleet management role within Plan International Uganda.
The Fleet Coordinator is ultimately responsible and accountable for all fleet related aspects of the activities supporting Plan International’s country programs.
S/he will ensure that a fit for purpose fleet is available all the time to support all operation and effective programme/project delivery in a way that fully adheres to Plan procedures and practices as prescribed in Plan’s Operations Manual.
The scope of this position will typically include managing:
Fleet- including vehicles, motor bikes, hired vehicles and transport, generator etc.
Staff–Direct supervision of transport in-charge and all drivers, dotted line to all Program Area based Administration coordinators, drivers and hired vehicle drivers.
SME for all fleet related procurement/disposals and replenishments within CO. Delegated responsibility for management of fuel, spare parts and consumables at Country level
Accountabilities
Fleet management
Provide proactive, effective and cost-efficient resource planning and scheduling for all fleet assets within Plan International Uganda.
Ensuring Plan staff and assets safety is maintained through developing and adhering to standard safety and maintenance protocols.
Ensuring that fleet preventative maintenance support is carried out in accordance with standard maintenance guidelines and schedules
Maximize the Plan International Uganda fleet efficiency and cost effectiveness through planned resource allocation in accordance with Standards and Procedures and in close cooperation with all fleet management staff in place country wide as well as those from GH with responsibility for fleet on a global scale.
Ensure there is a robust driver management programme in place, covering recruitment, and assessment, ongoing training, monitoring and regular review to ensure all drivers are fully competent and reliable to perform his or her duties safely.
Coordination, control and accountability of all fuel supplies within country and provide fuel management support including contingency planning and storage country-wide
Monitor, control and report on the use of all Plan International Uganda fleet assets
Ensure that all Plan International Uganda fleet asset and driver administration is executed in a professional manner and in accordance with Standards, Procedures and Plan International Uganda legal obligations.
Disposal-In liaison with other Administration Team members, coordinates the procurement of new fleets and disposal of the old fleet based on the disposal assessment report
Collaborate with all Programme/projects staff to coordinate vehicle availability and allocation.
Put in place control mechanisms for the appropriate allocation of vehicles and drivers; all vehicle usage must be authorized.
Ensure that motor accidents and insurance claims are properly handled; insurance benefits are properly negotiated to the benefit of Plan International Uganda
Ensure that all Plan International Uganda fleet assets are serviced and maintained according to a preventative maintenance schedule.
Produce and analyse detailed vehicle management reports on monthly, quarterly, and annual basis to the Country Administration Manager and other key stakeholders. Highlight the area of concern and make suggestions for informed decision making
Ensure accurate reporting on all fleet management aspects by all Plan International Uganda field locations using Trackers and any other adopted systems
Accountable for fuel management by developing strategies for greater fuel usage efficiency, budgeting and planning.
Maintain auditable records, monitor operational cost and maintain comprehensive files on vehicles, drivers, maintenance, fuel consumption, wear-and-tear and service contracts
Carry out regular visits to all field locations to coordinate the fleet management aspects and to ensure the implementation of standards and procedures equally at all locations.
Incident reporting on fleet related matters, including accidents, near misses, loss and damaged to human life and asset involved, driver behaviours etc and taking necessary corrective and remedial measure to mitigates the risks
Staff Development and Management
Directly leads and supervises fleet staff in country and provide technical support to all field-based Drivers.
Provide and ensure professional training for all Plan International Uganda drivers, mechanics, and other fleet management staff in accordance with security, technical and legal requirements
Build and develop the capacity of the fleet teams through the use of effective fleet management system training, performance management frameworks and development plan
Key Relationships
To maximize services delivery by the department, the post holder will be required to initiate, develop and maintain a range of external working relationships with organizations’ security networks and service providers.
Effective working relationships within Plan are also essential. The job holder will have frequent communication with Administration Coordinators, Drivers, Program Unit Managers, Plan staff and various internal staff networks which include Administration staff Network..
Technical Expertise, Skills and Knowledge
Knowledge and Experience
At least 5 years of proven experience working in Transport/Fleet Management at senior level.
Management experience in a highly operational NGO or corporate environment, including significant field operations experience running both emergency and development programs
Demonstrable experience in assessing, testing, training and developing drivers
Experience at identifying and analysing fleet management trends in order to improve driver and vehicle performance through use of fleet management systems.
Experience of managing and developing a team and the ability to lead, motivate and develop others
Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.
Holds self-accountable for making decisions, managing resources efficiently, achieving and role modelling Plan International values
Develops and encourages new and innovative solution to provide positive solutions and
outcomes
Develops approaches to develop a safe and reliable pool of drivers
Honest, encourages openness and transparency, builds trust and confidence
Displays consistent excellent analytical and judgement skill particularly when assessing driver and vehicle behaviour
Excellent computer skills
Ability to work and provide effective leadership in complex and stressful situations.
Demonstrable understanding of, and commitment to humanitarian principles, humanitarian response work and child safeguarding standards.
Demonstrable understanding of, and commitment to, equal opportunities, gender and diversity.
Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
Desirable
University Bachelor’s degree in Transport or Logistics Management, Business/ Public Administration or equivalent education level gained through practical experience and/or job-related courses.
Advanced technical qualifications in automotive engineering
Training and capacity building skills/experience would be an advantage
Knowledge or experience of the humanitarian sector would be an advantage
Approachable, good listener, easy to talk to; builds and maintains effective relationships with colleagues, internal stakeholders to Plan Uganda and external partners, applying a breadth of approaches, styles and techniques to achieve desired outcomes.
Experience of using vehicles telematics
