Job Description

Plan International Ethiopia is looking for Water, Sanitation & Hygiene (WASH) Specialist for Country Office who will be reporting to the WASH CP Lead.

Dimensions of the Role:

  • Financial measures or statistics relevant to post such as budget; list of direct and indirect reports

  • The post holder will report to the WASH CP Lead and will be responsible for the WASH program budget close to 3M dollar and provide budget oversight for field based projects except for individual grant project budgets with own project managers.
  • Facilitate, lead and insure all WASH construction projects bid process until contract agreement signing
  • The post holder will manage all WASH related projects and supervises/provide technical support and guidance 4 field based WatSan coordinators based at the Program area level.
  • The post holder is responsible to manage program design, implementation and monitoring and evaluation of all WASH programs.
  • The post holder Support the country program response on recovery in formulating specific and overall WaSH interventions at country-office level by planning, implementation, monitoring and evaluation.
  • She/he ensures smooth teamwork within and across the CP while enhancing integration among other programs. Key components of the position include operationalization of the country program, advocacy and networking, developing and strengthening partnerships, resource mobilisation and team management.
  • She/he will work to ensure smooth working environment between the country office team and the field respective staff.
  • Responsible for compliance to organizational and statutory policies and laws on People and Culture legality matters and also has responsibility to support in ensuring compliances.
  • The position will be based at the Country Office.

    Accountabilities
  • Ensure quality program delivery at all levels of the project cycle management in line with the child centered community development approach.
  • Develop and oversee comprehensive, child centered sector strategies, programs and projects in collaboration with communities, partners and Plan field staff.
  • Provide technical support to program areas in the selection of effective strategic options that address child and community welfare needs.
  • Ensure that all projects/programs are technically sound and are aligned to the Plan’s, country strategic plan, country programs and principles.
  • Develop guidelines to facilitate the implementation of activities under the established country programs.
  • Prepare annual and quarterly implementation plans and budgets
  • Approve construction payment certificates certified by the PA WatSan coordinators
  • Lead the technical design of project interventions and development of technical guidance and tools for program areas and partner staff.
  • Ensure optimum community involvement in the conceptualization, development, management, monitoring and evaluation of programs.
  • Ensure effective communication and information sharing on WASH programming with in PIE
  • Supervise WASH officer and other team members
  • Ensure that WASH projects are technically sound, environmentally friendly, socially and cultural acceptable;
  • Supervise to ensure that construction activities are done to the acceptable standard and government requirements
  • Ensuring mainstreaming of cross cutting issues mainly gender, environment, HIV&AIDS and disability in responses and also adoption of important approaches
    from PIE’s pertinent initiatives notably CLTS

    Job Requirements

    Technical expertise, skills and knowledge

    Educational Qualification and Experience

  • A minimum of a Bachelor’s degree in Sanitary, Hydraulic Engineering or related field with minimum 5 years of work experience.
  • Master’s degree preferable.
  • Demonstrated experience in the management of key programmatic areas relevant to the country program
  • A commitment to, and understanding of, participatory approaches to development.
  • Experience in project study, design bid preparation evaluation and construction contract administration.

    Knowledge

  • Construction – including supervision of a wide variety of water-supply projects such as spring, hand dug, shallow well and deep well development and rehabilitation.
  • Experience in preparation of bills of quantities and contract tendering.
  • Awareness of environmental health issues with special attention to the needs of women and children.
  • Experience of managing water programme implementation and working in partnership.
  • strong proposal writing, planning and programme designing and also coordinating skills
  • Ability to deliver quality programs in a short time and work under stressful conditions.
  • Proven ability to work in a team environment and independently.
  • Understanding of integrated development issues
  • Knowledge of child-rights programming
  • Knowledge of participatory Monitoring,
  • Evaluation and Research systems and processes
  • Excellent written, verbal communication skills in English and Amharic.

    Skills Specific to the Post

  • Interpersonal skills, including the ability to build relationships with colleagues
    Have good writing and oral communication skills, including presentation.
  • Experiences in resource mobilization through preparation of proposals.
  • Understands budgetary processes including planning, monitoring and reporting.
  • Ability to analyze information, evaluate options and to think and plan strategically
  • Proficient in computer skills and use of relevant software and other applications

    Competencies

  • Able to perform under stress, innovative, build relationships, communicate effectively, coach and mentor, facilitate change, develop teams, initiate action, strategic decision making, planning and organizing and a personal commitment to children’s development and protection.
  • Good organizational and interpersonal skills.
  • Ability and willingness to travel and work in remote and challenging environments
