  • Brief introduction of Plan International – Plan International strives to advance children’s rights and equality for girls all over the world. As an independent development and humanitarian organization, we work alongside children, young people, our supporters and partners to tackle the root causes of the challenges facing girls and all vulnerable children. We support children’s rights from birth until they reach adulthood and enable children to prepare for and respond to crises and adversity. We drive changes in practice and policy at local, national and global levels using our reach, experience and knowledge. For over 80 years we have been building powerful partnerships for children, and we are active in over 75 countries. In the Middle East, East and Southern Africa (MEESA) region, Plan International is operational in 15 countries, working with communities and partners across multiple sectors including Education, Child Protection, and SRHR and in responding to disasters and humanitarian crises across the region. This is complemented by influencing for positive changes for children and young women that is focused on girls and young women in crises, ending child marriage and related harmful practices and Promoting girls and youth activism and leadership for change.

  • Gender transformative programming in Plan International Plan International works towards challenging the deeply-rooted behaviors that put girls and young women from both refugee and host communities at risk of harmful practices and different forms of gender based violence undermining the wellbeing, dignity and rights of girls. As part of this, Plan support community-led actions that empower girls through providing them with access to alternative economic and social opportunities that help them learn, lead, decide, and thrive. Plan further work on enhancing communities’ understanding of gender equality though involvement of all community members including boys and men encouraging them to support the girls in their families and local communities.

  • In addition, we educate boys and girls on their sexual and reproductive health to empower them to make healthy decisions and take control over their lives. We also focus on laws and policies that ban female genital mutilation and child marriage in collaboration with civil society organizations and other partners.

  • Objectives and Scope of the Assignment -The World Health Organization (WHO) declared COVID-19 a Pandemic on the 11th of March. 6 Months into the evolution of the Pandemic, 29 million people globally have been infected by the virus, economies have been gravely impacted and the social dynamics of societies changed. While holding lower infection rates (the African continent sits at appx 1.2 million cases ) , the secondary impacts of the pandemic are being felt in the layering and complexities of humanitarian and development vulnerabilities in MEESA; in its impact on economies and levels of poverty as well as on the human rights and protection environment in countries across the continent. Governments and aid actors in the MEESA have taken several measures to address both the primary and secondary impacts of the pandemic in countries in the region. These have had significant success in preventing the spread of COVID-19, providing critical treatment and care and to cushion communities from the adverse economic and social impacts of the pandemic.

  • However, these have also fallen short in addressing the gendered impacts of the COVID-19 pandemic, they have further weakened the protection environment and heightened risks faced by vulnerable groups especially women and girls and displaced communities. The continued closure of schools has exposed millions of young women and adolescent girls to increasing protection risks and severely threatens their futures are girls out of schools are less likely to resume. Plan International is committed to ensure that the needs of children, and especially adolescent girls and young women are central in the response to and recovery and on track to building resilience from the impacts of COVID-19 across countries in MEESA.

  • In this regard, the MEESA Regional Hub (MEESA RH) seeks to undertake an evaluation of the COVID-19 response and recovery efforts across countries in the region with the aim of:

    • Analyzing the evolution of the
    response by actors in the region (governments and aid actors), noting the successes and challenges to ensuring that adolescent girls and young women have access to continued, quality learning during the first 6 months of the pandemic response. This analysis should include (among other factors as identified in the primary and secondary data identified in research process); o An overview of specific protection risks affecting girls and young women (e.g. early child marriage, FGM and GBV) that serve as barriers to their access to quality education in countries in MEESA during the COVID-19 pandemic. o A state of play of school reopening in countries in MEESA and the extent to which adolescent girls and young women’s sustainable and safe return to school is considered. o Examples of best practice of policies and interventions undertaken by governments and other stakeholders in the region to encourage and facilitate a safe and timely return to school for adolescent girls and young women in countries in MEESA.

    • Reviewing Plan International’s contribution to the COVID-19 response in select operational countries and across the region. o Focusing on organization’s Global strategy, Pan African Advocacy Strategy, and key thematic focus areas (AOGDs) and as outlined by our DRM vision, Country response plans and existing needs

    • Develop actionable recommendations for governments in the region as well as aid actors with the goal of ensuring enhanced protection, continued access to quality education and the enjoyment of rights adolescent girls and young women across the region.
    DELIVERABLES: Reports The consultant is expected to deliver a report capturing the three noted objectives (approximately 15 pages in length) within the below timelines:

    • First draft report by 30th October 2020

    • Second draft report by 6th November 2020

    • Final report ready for design by 13th November 2020 Contacts/Key Relationships

  • The Consultant will report directly to the Regional Head of Influencing and Strategic Communications

    Qualification and experience required

  • An advanced university degree in Communications, Journalism, Social Sciences or related field; or similar experience •

  • Fluency in English and proven native-level writing skills; •

  • At least five years of experience in report writing or related professional experience; •

  • Previous experience in copy-editing is an advantage; •

  • Strong understanding of gendered challenges faced by girls and women in Asia-Pacific is an advantage. •

  • Strong interpersonal skills, able to communicate and receive feedback from different individuals. • Ability to work under tight deadlines.
    Evaluation criteria. Criteria/Weight :

    Academic Qualification- 20% Technical knowledge, skills and experience-50% Financial Proposal -30% Total -100%

    Payment terms : Payment will be made through two instalments: The first instalment is 30% upon presentation of draft report The second instalment is 70% upon presentation of final report

  • Profile of the organization (in the case of an institution) including experience with similar research in the past.
