Job Description

Overview and purpose of the workshop

The Pan African state Accountability Project (PASAP) is a multi-partner, multi-level Pan-African project that runs from January 2015 to June 2019 (with one year extension period 2018-2019). The project currently is at the final year of implementation for Phase I and a proposal already submitted for Phase II of PASAP. The project is overall coordinated by the Plan African Union Liaison and Pan Africa Program Office.

The project will hold its fourth year (July2018-June 2019) project review meeting in Kenya in June 2019. The workshop will bring together Plan International and partner CSO organizations and networks under PASAP, namely African Movement for Working Children and Youth (AMWCY), the Institute of Human Rights and Development in Africa (IHRDA), Centre for Human Rights-University of Pretoria (CHR-UoP), African Child Policy Forum (ACPF), East African Child Rights Network (EACRN), Child Rights Network for Southern Africa (CRNSA), West Africa Civil Society Forum (WACSOF) and ROAJELF. In addition, an important stakeholder in the implementation of PASAP, the Network of African National Human Rights Institutions (NANHRI) will also participate in the meeting.

Through a consultative process involving partners and key stakeholders, the meeting aims to undertake a strategic review of the progress of PASAP in its fourth year (extension year) of implementation and also reflects on the overall project achievement, challenges and lessons learnt during the four implementation years. The meeting also facilitates brief planning and start-up discussion for PASAP phase II drawing from lessons learnt.

Addressing key aspects relevant for the project, mainly on mainstreaming of gender and enhancing synergy and knowledge management amongst all PASAP stakeholders is also an important focus of the meeting.

In addition, it will seize the opportunity and focus on how girl’s rights can be mainstreamed in our future engagement.

Expected deliverables

  • Progress of year four project implementation, successes, lessons and areas needing improvement documented, along with key actions for the way forward
  • Overall project achievement, successes and lessons learnt covering the entire project period documented along with key actions for the way forward
  • Brief plan of action and way forward for PASAP Phase II discussed.
  • Way forward on how to mainstream gender and girls rights into PASAP programming (during the Phase II) clarified and documented
    Action plans developed and shared for further enhancing knowledge management and synergy within and beyond PASAP

    Scope of the Consultancy work

    The objective of this consultancy is to facilitate and manage a consultative process involving multiple stakeholders to review the project progress during the fourth year, facilitate thorough reflection and capacity building around selected

    thematic areas, and plan for the Phase II of the Project.

    The facilitator, in consultation with the Project Manager and key project team, will prepare the workshop programme, facilitate the workshop and produce workshop report.

    Specific tasks include:

  • Design a process for facilitating the workshop to generate agreed outputs.
  • Work with the Project Manager and Team to develop a workshop program and working documents
  • Facilitate the workshop
  • Support in the review of the workshop proceedings and prepare an edited final workshop report.

    Expected Deliverables
  • A comprehensive annual review and planning meeting agenda and facilitation plan with appropriate methodologies and tools
  • A comprehensive workshop report
  • The assignment/submission of the workshop report must be completed by 25th of June 2019. Plan International will pay for air travel, accommodation and meals during the meeting days

    Job Requirements

    Qualification and Experience

  • Extensive and advanced technical expertise and experience, methodology and tools in facilitating multi-partner and multi-level project review and planning meetings.
  • In-depth understanding of child rights monitoring and advocacy in Africa at different levels i.e. national, regional/sub-regional, pan Africa, and international.
  • Motivated, committed, responsible, and able to work independently with limited direct supervision;
  • Commitment to and understanding of Plan International’s mission, vision, and values.
    Computer skills, including word processing, power point, spreadsheets, email, and internet
  • Strong analytical skills as well as fluent and effective writing in English
  • Experience working with a diverse, multicultural team

    How to Apply

    Interested applicants should submit their technical and financial proposals to Plan International as follows:

  • A technical proposal containing:
  • The understanding of the Terms of Reference (ToR); the main goal & tasks of this workshop, the proposed approach and methodology, team, detail timetable, and steps for the task.
  • The CV of the proposed consultant/team (education background, expertise and experience in relation with the scope of the task and the geographical location);
  • with a description of why the experience is relevant to the task and how the proposed Consultant/team complements each other as well as how they correspond to the profile.
  • A financial proposal for the provision of the services.
  • Proposed fees should clearly state the net of tax and the total gross figure.
  • Plan International will withhold 15% tax for international consultants. For Ethiopian consultants, 2% tax will be applied if they have license and 30% withholding tax for those without license.
  • This tax is withhold on behalf of the Ethiopian government.
  • Please make sure to include it in the financial proposal table as this might be a ground for disqualification.
  • Please note that accommodation, travel, visas and meals will be covered directly by Plan International
