GeneralThe Chief Financial Officer serves as the primary financial officer for the company Pioneer Diagnostic Center.
Major responsibilities include developing and maintaining a strategic financial plan and annual operating and capital budgets; financial analysis of new programs, acquisitions, and business development; revenue management; preparation of the financial statements, in accordance with financial management and techniques appropriate to the health care industry; decision support and cost accounting; oversight of disbursements and receivables processes; oversight of service processes. The Chief Financial Officer reports directly to the Chief Executive Officer of the organization.
Duties & Responsibilities
Determines the availability of the integrated financial systems and controls. Actively participates in the formulation of annual plans, budgets and targets; financial policies, procedures and systems.
Implements systems, procedures and mechanisms to improve the development and maintenance of the integrated financial system and control.
Ensures the corporate financial policies, rules, standards and procedures are properly implemented.
Monitors and evaluates the annual investment and operational budgets of the Company and all departments or units and whether they are meeting targets to implement these budgets.
Administers annual budget approved by the Board of Directors and CEO.
Reviews regular financial (management and statutory) and operational reports. This includes but not limited to:
Monthly, quarterly and year-end Financial and performance reports for both internal and external.
Tax returns and other statutory requirement reports.
Financial analysis of new projects, acquisitions and business
plans.
Patient financial services, including receivables and inventory management.
Disbursements (payroll and accounts payable) processing.
Ensures the maintenance of proper accounting records and the timely closing and auditing of the accounts books.
Overseas external and internal audits.
Executes strategies for the continuous improvement of the financial performance of the Company.
Interpret current financial trends and respond with appropriate action.
Ensures that the Company is compliant with tax rules and regulations.
Formulates budget plan for the Finance and Administration Department.
Develops monitoring and evaluation mechanisms of the financial performance of the Company and reviews causes of low productivity if any.
Within the delegated authority limit and the allocated budget, approves and/or effects payments.
Leads, organizes and controls functions as head of Finance Department.
Performs all other duties as the Chief Executive Officer may, from time to time, assign to him/her.
Minimum Qualification
Minimum of a Bachelor’s degree/ACCA / Master’s Degree in finance or accounting, discipline is required.
A minimum of ten (10) years of experience preferably healthcare delivery system administration; with leadership roles.
Knowledge of provider billing practices and understanding of healthcare reimbursement methodologies.
