I am writing my thesis to finish MBA. I would like to know if it is possible to apply for a PhD before defending my thesis.

The earlier the better! Applying early does not mean that the selection necessarily takes place immediately.

You will also not have to worry about late applications and will have enough time to review your application before handing over.
