Job DescriptionOur ProfileThe People in Need organization was established in 1992 by a group of Czech war correspondents who were no longer satisfied with merely relaying information about ongoing conflicts and began sending out aid.
It gradually became established as a professional humanitarian organization striving to provide aid in troubled regions and support adherence to human rights around the world.
Main responsibilities
M&E quality management
Ensure Project Consortium’s M&E planning, monitoring and evaluation processes meet the donor/ sector standards and comply with external requirements
Maintain consistency in monitoring and evaluation processes across all project activities implemented by the four partners in four regions of Ethiopia, conducting regular visits to the four targeted regions
Participate in monitoring and evaluation tools and designs development, e.g. creating monitoring and evaluation frameworks / selection of relevant indicators for the individual activities, in coordination with IPC and Education advisors, to be used for tracking the progress, using the existing project strategies
Using data across the project to monitor the quality and overall impact of the interventions in the four targeted regions of Ethiopia
Prepares data from implementation for IPC when require
M&E planning
In close collaboration with External Evaluator and Consortium Coordinator and PIN M&E Unit prepare project M&E plan for various surveys and research activities, and evaluations to be undertaken
Ensure collaboration with Consortium partners and gather their inputs and feedback on regular bases (through M&E Working group meetings / communication and other channels)
Prepare and maintain monitoring plan for the given project, keeps the written evidence from conducted monitoring, its findings and action points and share those with Consortium Coordinator and PIN M&E Unit and Consortium partners
Provide technical support to the Consortium partners during project M&E planning, including guidance on developing the indicators and measuring results, development of M&E tools and methodologies for the overall project as well as individual outputs
Implementation and reporting
Provide regular technical support in routine and results-based monitoring to the Consortium partners, including support in meaningful reporting on indicators, if required
Maintain regular communication with M&E officers from Consortium partners organisations to provide ongoing support and assistance
Lead the M&E technical Working Group of the Consortium based on its ToR, incl.
calling and facilitating regular meetings, taking notes from the meetings and preparing and sharing detailed time frame for the M&E related activities + up-dating the ToR, if needed
Participate in community outreach meetings to introduce project activities, targeting, FRM channels, if required
Participate in conducting surveys or other data collection activities (observations, FGDs), when required
Conduct independent monitoring of project activities as per the project M&E Strategy and Framework in the four regions of Ethiopia
Conduct data analysis or support project teams (Consortium members) in data analysis and reporting
Analyse data across the project (from all Consortium members) to see the impact on communities and project beneficiaries
Manage consultants and Research partners (especially External Evaluator) to ensure that
commissioned researches and evaluations are carried out to the standard and successfully completed
Provide technical support to the Consortium partners M&E officers in evaluations and other research activities, incl. engaging in ToR preparation, selection of consultants, review of evaluation design and data collection methodology, data analysis, involvement of stakeholders and dissemination plan
Prepares / Examine the Evaluation / Research draft reports and finalizes based on the inputs from IPC
Accountability, dissemination and use of findings
Facilitate discussion on the most important findings and recommendations from M&E and report to Consortium Coordinator regular basis
Facilitate dissemination of M&E findings across the project Consortium
Prepare data for Consortium Coordinator for qualified decisions over the project strategies
Organizational learning and capacity building
Maintain overview of lessons learnt in M&E, promote good practices and identify ways to strengthen the planning, monitoring and evaluation processes within the project / Consortium
Prepare presentation of the evaluation / other M&E activities findings for internal sharing and a brief fact sheet for external use
Ensure archiving of the M&E documents in Share Point / ELO
Maintain living inventory of evaluations / other research activities completed within the project / across the Consortium / four targeted regions, including summary of lessons learnt and the best practices
Identify M&E capacity development needs of the project staff, provide M&E training to project staff or organize external training
Dealing with Problems/Problem solution
Develop and implement new methodologies for improving the overall project M&E system
Identify weaknesses in monitoring and evaluation practice on Consortium level and develop targeted solutions alongside the identification and promotion of high quality evaluation practice
Strongly cooperate with IPC on problem solutions
Regularly participate on project review sessions / other meetings and support project teams in finding solutions for implementation
Communications and Working Relationships
Collaborate with the other M&E teams and other relevant personnel (e.g. project and program managers) across Consortium on the M&E framework development and practices when required
Proactively seek and promote best practice as part of monitoring, evaluation and program effectiveness practice
Job Requirements
BSc/BA Degree in Monitoring and Evaluation, Statistics, Development studies, Rural Development, Project management or other related fields of studies with minimum of 5 years of relevant work experiences in the sector and on similar positions.
Experience on International partnership/Consortium Projects,
Experience working with International donors,
Good communication,time management, work under stress and deadlines, management and coordination skills
Experience in monitoring and evaluation tools development, assessments and research and supervision of baseline/end line surveys
Experience in data encoding, data analysis and report writing.
Strong understanding of HAP, Do No Harm and other relevant global standards
Excellent analytical, team work, negotiation and influencing skills
Computer friendly (Word, power point, etc.) and also working knowledge of data management systems including analysis software (like Microsoft Excel)
Excellent knowledge of spoken & written Amharic and English
