Program OverviewTransform/Primary Health Care (PHC) is a USAID funded project to improve healthcare outcomes to End Preventable Child and Maternal Deaths (EPCMD) in Ethiopia, which in turn support Government of Ethiopia’s efforts within the Health Sector Transformation Plan (HSTP).
Transform/PHC will operate in the four most populous regions of Ethiopia (Amhara, Oromia, Tigray and Southern Nations, Nationalities and People’s Region).
This will be accomplished in part by: mitigating the drivers of child and maternal mortality in Ethiopia’s most populous regions through the facilitation and implementation of quality health service delivery; improved management and performance of health systems; and implementation of innovative and evidence-based social behavioral change and communication interventions.
Transform/PHC will strengthen the capacity of the health system to effectively use management tools and implement best practices at all levels of the health system and health care delivery with a major focus at the primary care level that includes primary hospitals and PHCUs
Position PurposeUnder the supervision of the regional MEL officer, the sub regional MEL officer will be responsible for overall activities of the TRANSFORM/PHC Project Monitoring, Evaluation and Learning guided by the regional MEL Officer.
The MEL officer regularly supports regional program office staff in the process of project’s data management and active use of data on a routine basis.
The MEL officer also collects project data, gives feedback, enters and updates data into project databases; follows the day-to-day management of project monitoring data; supports the collection of project data including data entry and cleaning; compiles and documents data from different sources, and performs quantitative and qualitative data analysis of any of the types of data mentioned above in collaboration with all project staff .
The position is based in Oromia regional project office in Addis Ababa with up to 50% field travel.
Duties and Responsibilities Support record-keeping, data collection, and data analysis in the field and carry out supervisory field visits to spot-check data collection activity and provide necessary onsite technical supports. Monitor program reports for timeliness and completeness.
Ensure appropriate skills are
developed and maintained with the project staff through focused trainings for continued maintenance of the established M&E tracking systems.
Conduct program level data quality assessments (DQA), perform consistency and validation analysis of programmatic reports and facilitate improvement of record-keeping and programmatic data reporting
Conduct regular data collection and activity reports from regional and cluster offices, and prepare analysis, presentation, and interpretation, and make sure its timely submitted.
Support the preparation of annual work/activity plans in collaboration with other teams, and lead the review of work plans based on regular review of performance.
Support in designing, implementing, analysis and dissemination of regular and timely project progress reports and monitor progress against outputs in areas of strategic focus and provide feedback to project teams based on performance monitoring data.
Ensure monthly, quarterly, semi-annual and annual entry of projects data in to DHIS2 and it’s completeness and set validation rules, provide feedback to project staff.
Support the project staff in the use of performance data for program management and informing future actions.
Support conducting joint review and learning meeting, feedback, monthly, quarterly, semi-annual and annual review meetings and regular supervision activities at various levels.
Support in identification and formulation M&E findings, lessons learned and recommendations to be integrated into management efforts, disseminated in learning events and channeled into decision-making processes; and recommend alternative methods of identifying and assessing program impact.
Support project staff and public sector to improve learning and lesson sharing mechanisms and promoting culture of two way learning within the project and public sector.
Actively participate in documentation of experiences, lessons learned, case studies, operational researches and other technical documents; and the overall knowledge management activities of the project

Job Requirements
BSc/MA or MSc/MPH/MA in Statistics/Biostatistics, Demography, Social Science, Public Health and related fields
2-4 years of relevant work experience
Technical knowledge, skill and experience in research, monitoring and evaluation in the areas of Reproductive Health/Family Planning (RH/FP) and Maternal, Newborn and Child Health.
Ample experience in data analysis, report writing and dissemination. Experience with compiling, analyzing and writing up of qualitative data
Excel skills required
Preferred qualification
Ability to work comfortably with statistical software for data analysis (either SPSS, Epi INFO , STATA and CSPro) preferred.
Strong ability to synthesize, analyze, and write in English.
Work effectively both as a team member and independently
Detail oriented, with good time management skills and ability to work well under pressure and meet deadlines.
Experience in working with the health sector
Knowledge of HSTP and related transformation agendas
