PATH is seeking a qualified Technical Director, Integrated Health Service Delivery (IHSD) for the anticipated Uganda Health Activity (USA). UHA is expected to increase the survival and well-being of vulnerable populations and improve overall health system resilience in priority districts of Uganda through three intermediate results:
Improved access to and use of quality maternal, newborn, and child health (MNCH); family planning (FP)/reproductive health (RH); nutrition; and water, sanitation, and hygiene (WASH)/infection prevention and control (IPC) health services at facility- and community-levels;
Enhanced local ownership and leadership for sustainable health outcomes; and
Strengthened health system resilience at the regional-, district-, and community-levels.

The Technical Director, IHSD will be responsible for technical oversight of integrated health service delivery and TA activities for MNCH, FP/RH, nutrition, and WASH at facility- and community level. The Technical Director, IHSD reports directly to the Chief of Party and works in tandem with the Technical Director, HIV and HSS. This position will take a leadership role in ensuring that UHA meets stated integrated health service delivery goals, quality standards, and reporting requirements.
The Technical Director, IHSD will also coordinate among USAID, donors, other health implementing partners, and numerous Government of Uganda institutions and representatives, particularly at the regional and district level for integrated health service delivery activities.

Responsibilities:
Lead the design and delivery of high-impact MNCH, FP/RH, Nutrition, and WASH interventions in collaboration with key UHA staff, USAID, Government of Uganda, and relevant national and regional stakeholders.
Lead the recruitment of a high impact technical team that will be responsible implementing technical assistance and assessments and capacity building interventions.
Lead the development of annual workplans for MNCH, FP/RH, Nutrition, and WASH portfolio of activities in collaboration with UHA
staff, USAID, and MOH and ensure successful implementation of planned activities
Monitor implementation of MNCH, FP/RH, Nutrition, and WASH -activities in the and ensure timely completion of objectives.
Develop/produce contractual deliverables (quarterly, annual, field project evaluations, etc.) in conjunction with other key staff and external evaluators.
Work closely with project staff and implementing partners to identify, document, and disseminate best practices.
Produce and present papers at local, regional and international forums to share experiences and best practices identified through project activities.
Assist the Chief of Party with all aspects of project operations including technical oversight, human resources, recruiting and training staff, and developing an experienced team with distinct roles and responsibilities.
Serve as acting Chief of Party when necessary; represent PATH and the project before USAID and project stakeholders as necessary.
Required Experience
Master’s degree or other advanced degree (PhD, MD) in a relevant field, such as medicine, public health, or social sciences.
At least seven years of experience in managing and/or implementing integrated health service delivery or technical assistance programming addressing MNCH, FP/RH, nutrition, and WASH in a similar context, with at least three of those years working in Uganda as a senior advisor or staff member.
Experience and expertise in evidence-based facility- or community-based MNCH, FP/RH, nutrition, and/or WASH service delivery approaches.
Ability to interact effectively and collaboratively with a broad range of public and private sector counterparts, donors, and other key stakeholders.
Experience supervising technical staff in the implementation of integrated health programming.
Demonstrated analytical and problem-solving skills.
Excellent oral and written communication skills in English.
Demonstrated proficiency in the use of Microsoft Office Suite.
Desired Qualifications:
Clinical qualification (MD, clinical officer, nurse, midwife, or other cadres).
Previous experience working on USG-funded health programming in Uganda.
Experience designing or implementing gender- or youth-sensitive health programming.
Expertise in strengthening quality of care and/or QI for MNCH, FP, nutrition, or WASH.
