PATH is seeking a qualified Technical Director, HIV and Health System Strengthening (HSS) for the anticipated Uganda Health Activity (UHA).UHA is expected to increase the survival and well-being of vulnerable populations and improve overall health system resilience in priority districts of Uganda through three intermediate results:
Improved access to and use of quality maternal, newborn, and child health (MNCH); family planning (FP)/reproductive health (RH); nutrition; and water, sanitation, and hygiene (WASH)/ infection prevention and control (IPC) health services at facility- and community-levels;
Enhanced local ownership and leadership for sustainable health outcomes; and
Strengthened health system resilience at the regional-, district-, and community-levels.

The Technical Director, HIV and HSS will be responsible for technical oversight of technical assistance activities designed to strengthen PEPFAR local implementing partners and HSS. The Technical Director, HIV and HSS reports directly to the Chief of Party and works in tandem with the Technical Director, Integrated Health Service Delivery.
This position will take a leadership role in ensuring UHA meets stated HIV and HSS goals, quality of implementation and program fidelity in accordance with PATH and USAID’s standards, and reporting requirements. The Technical Director, HIV and HSS will also coordinate with USAID, other USAID-funded and non-USAID-funded health implementing partners, and Government of Uganda institutions and their representatives, particularly at the regional- and district-level for HIV and HSS activities.

Responsibilities:
Lead the design and delivery of high-impact HIV and Health Systems Strengthening interventions in collaboration with key UHA staff, USAID, Government of Uganda and relevant national and regional stakeholders.
Lead the development of annual workplans for HIV and HSS portfolio of activities in collaboration with UHA staff, USAID, and MOH and ensure successful implementation of planned activities
Monitor implementation of HIV- and health systems strengthening-related activities field and ensure timely completion of objectives.
Develop/produce contractual deliverables (quarterly, annual, field project evaluations,
etc.) in conjunction with other key staff and external evaluators.
Lead the recruitment and management of the health systems strengthening technical team that will be responsible for implementing technical assistance and assessments and capacity building interventions
Work closely with project staff and implementing partners to identify, document, and disseminate best practices.
Produce and present papers at local, regional and international forums to share experiences and best practices identified through project activities.
Assist the Chief of Party with all aspects of project operations including technical oversight, human resources, recruiting and training staff, and developing an experienced team with distinct roles and responsibilities.
Serve as acting Chief of Party when necessary, represent PATH and the project before USAID and project stakeholders as necessary.
Required Qualifications:
Master’s degree or other advanced degree (PhD, MD) in a relevant field, such as medicine, public health, health system management, social administration, or social sciences.
At least seven years of experience in managing and/or implementing integrated HIV prevention, care, and treatment and/or HSS programming in a similar context, with at least three of those years working in Uganda as a senior advisor or staff member.
Experience and expertise in one or more of the following areas: facility- or community-based HIV approaches; health governance; human resources for health (HRH); supply chain strengthening; quality improvement (QI); monitoring, evaluation, and learning (MEL); capacity strengthening of local organizations.
Ability to interact effectively and collaboratively with a broad range of senior and mid-level public and private sector counterparts, donors, and other key stakeholders.
Experience supervising technical staff in the implementation of integrated health programming.
Demonstrated analytical and problem-solving skills.
Excellent oral and written communication skills in English.
Demonstrated proficiency in the use of Microsoft Office Suite.
Desired Qualification:
Clinical qualification (MD, clinical officer, nurse, midwife, or other cadres).
Previous experience working on USG-funded HIV programming in Uganda.
Experience designing or implementing gender- or youth-sensitive health programming.
Expertise in strengthening the program management, service delivery or adaptive management of Ugandan health organizations.
Experience working with decentralized health systems.
