PATH is seeking a Monitoring, Evaluation, and learning (MEL) Director for an anticipated five-year HIV prevention program in Zambia. The program will support the Zambian Ministry of Health (MOH) to achieve and sustain gains made in HIV prevention by supporting direct service delivery (DSD) in the Eastern, Lusaka, Western, and Southern provinces for comprehensive, quality, integrated HIV prevention services targeting key populations (KP) and adolescents and young persons (AYP), including supporting the Determined, Resilient, Empowered, AIDS-free, Mentored and Safe program (DREAMS), HIV testing services (HTS), linkage to prevention services, and health systems strengthening support to Zambian stakeholders.
The MEL director will lead the design and implementation of the Evaluation and Performance Measurement Plan (EPMP) and Strategy and Data Management Plan (DMP), working closely with other project staff and partners.
They will lead evaluation activities including collection, analysis and rapid feedback of project data to assess activity progress and areas for improvement; design and implement evaluations to set baselines; inform program design and demonstrate progress toward outcomes and impacts.
They will develop and maintain systems to collect, analyze and report information on project inputs, outputs, outcomes and impact; guide reporting processes among technical staff; consolidate project reports; and lead responses to reporting requirements.
They will manage a team to implement key internal and external activities determining project success, such as tracking deliverables, identifying and managing critical risks, and learning from and adapting project activities.
The MEL advisor will serve on the senior management team (SMT) and will report to the Principal investigator/Project director, with additional technical guidance and support from PATH’s global staff and will work closely with the project technical team. This position will be based in PATH Zambia’s office in Lusaka.

Required SkillsKey Responsibilities Include but are not Limited to:Lead the design and implementation of the project monitoring and evaluation framework, strategic information strategy, and project information system.
Develop and manage the implementation of the Project’s EPMP and DMP in collaboration with project staff and partners.
Lead collection and analysis of project data to assess progress and areas for
Develop and institutionalize rapid data review and feedback cycles to ensure project
uses routine and evaluation data for data informed activity planning and evidence-based project implementation.
Design appropriate evaluation protocols and data collection instruments.
Ensure data privacy and security measures are in place and adhered to.
Develop and maintain systems to collect and analyze information on inputs, outputs, outcomes and impact of the program.
Guide reporting processes amongst technical staff and consolidate program reports. Lead responses to CDC for regular and ad hoc reporting requirements.
Support technical staff in M&E functions and coordinate with other Government, PATH, and partner M&E staff to disseminate and use M&E information including writing and supporting publications and manuscripts.
Promote learning and knowledge sharing of best practices and lessons learned both internally and externally.
Ensure quality, consistency and adherence to standards and best practices for M&E across the project, including data quality, privacy and use.
Required Experience
Core competencies/required skills:
Master’s degree in demography, epidemiology, statistics, health, social sciences, or related field.
A minimum of seven years relevant experience. At least three years of experience in program design, monitoring and evaluation of complex HIV programs, participatory assessment and monitoring, and data processing and analysis; experience with PEPFAR monitoring and evaluation strongly preferred.
Prior experience setting up and implementing data collection systems that track performance as per the objectives of the project.
Demonstrated analytical skills to measure the outcomes of the project’s activities and support project supervision.
Prior experience with DHIS2 required; experience with SmartCare desired.
Experience and proficiency in writing reports for monitoring and reporting on project outcomes and impacts, including performance monitoring plans for external audiences, and manuscripts for publication.
Computer skills demonstrating competency in MS Office Suite and at least one statistical package such as Stata or SPSS.
Experience directly supervising staff in a project management context.
Demonstrated self-starter (i.e., motivation, dealing with pressure, adaptability).
Ability to interact skillfully and diplomatically with numerous counterparts, including donors, MOH officials, local partners, and other NGOs.
Excellent oral and written communication skills in English required; basic understanding of Zambian local languages preferred.
