The EMP project is a United States Agency for International Development (USAID)-funded project that aims to control and prevent malaria morbidity and mortality and thereby minimize the social effects and economic losses. The project also contributes to the reduction of under-five all causes mortality rate, because of reduced malaria mortality. EMP works with the National Malaria Elimination Centre (NMEC) to strengthen implementation of malaria control and elimination efforts. The project works in four provinces – Eastern, Luapula, Muchinga, and Northern .

PATH seeks to recruit an experienced M&E Specialist to work on the USAID End Malaria Project (EMP) project in Zambia. The M&E Specialist will work in close partnership with the National Malaria Elimination Centre, the Ministry of Health and provincial EMP Coordinators to provide technical assistance with the goal of improving knowledge and health practices of individuals and communities, while supporting systems to improve quality, capacity, and coordination of the EMP. Under the overall responsibility of the Strategic Information Advisor, , the M&E specialist will also be responsible for contributing to the development and strengthening of EMP implementation strategies based on effective use of data, and for coordinating EMP’s reporting function to ensure that it meets contract reporting deliverables. .

Key Responsibilities

The M&E Specialist will manage the monitoring and evaluation function of the EMP.

This includes developing the logical and results framework to project performance against established goals, objectives, and milestones and to ensure compliance with USAID contractual requirements, partner organization protocols and PATH’s organizational policies.

S/he will also develop and maintain critical relationships with in-country stakeholders

• Develop and manage a database that will be used by EMP staff in the provincial and national office to track progress on milestones.

• Develop the Monitoring, evaluation and learning plan and update it annually as required.

• Monitor project adherence to the Environmental Mitigation and Monitoring Plan (EMMP) and report on it in quarterly and annual reports.

• Work with Ministry of Health (MOH)’s Health Management Information Systems (HMIS) Staff to consolidate and analyze malaria data and produce reports for use in policy and program decisions.

• Work with provincial surveillance officers to consolidate, analyze and produce reports for adaptive management, planning and donor reporting purposes.

• Using DHIS2/HMIS data produce monthly, quarterly and other reports to inform progress toward end of project targets

and adherence to donor support data requirements.

• Provide overall technical guidance on the implementation of the project data collection and monitoring and evaluation system, including on the operationalization of the project’s electronic data system (EDS).

• Implement and monitor the EMP performance monitoring plan covering activities to compile, analyze and present data for reporting of program progress and impact.

• Participate in the production of project reports and develop suitable dissemination materials for sharing project related results.

• Ensure that project data and reports are submitted to USAID development experience clearinghouse (DEC) and other repositories as per contract terms.

• Maintain and update the M&E system on an ongoing basis and generate needed reports to meet donor and other stakeholder requirements.

• Lead implementation of facility assessments, establish, and oversee data cleaning and entry procedures for outreach training and supportive supervision, data quality audits, integrated community case management, social behavior change interventions, and civil society community engagement activities as per standard M&E practices at PATH and consolidate lessons learned and make suitable recommendations for future assessments.

• Oversee data collection and monitoring activities in the target regions of the project.
• Provide technical assistance to MOH for monitoring and improvement of program activities.

• As a member of the in-country project management team, participate in discussions for design and implementation of project activities.

• Develop and maintain relationships with key stakeholders such as MOH, implementing partners, academic institutions, and donors in monitoring and evaluation

Required Experience

• Master’s degree in public health or social sciences and a bachelor’s degree in Public Health, Social Sciences, Statistics or relevant discipline.

• Minimum of 5 years’ experience and demonstrated skills in monitoring and evaluation in health of which 3 in a leadership position within a donor – funded project, preferably USAID

• Experience in understanding and managing the performance monitoring plan within donor funded project

• Knowledge and experience of MOH’s health information systems (HMIS) and DHIS2 is a requirement.

• Demonstrated understanding of and familiarity with a range of applied research and monitoring and evaluation approaches including health information and data management systems.

• Proven ability to motivate and mentor staff and create a positive team environment.

• Strong communication and problem-solving skills, capacity to analyze data, monitor progress, and recommend necessary recourse for maximizing program progress and impact.

• Ability to oversee data collection and utilization at various levels to ensure accuracy and clarity of data interpretations.

• Experience in data quality audits and data reviews preferably in malaria

• Experience in providing technical assistance and conducting capacity building activities in relation to monitoring and evaluation

• Must have legal authorization to work in Zambia
