Path Chief of Party Jobs in Uganda


PATH is seeking a Chief of Party for an anticipated five-year USAID Health System Strengthening program in Uganda. This program will focus on strengthening health systems including: human resources for health, strategic information, laboratory networks, Supply Chain logistics management, district based healthcare financing and good governance/leadership. This project focus will be essential for the attainment of the UNAIDS 90-90-90 set targets for the HIV/AIDS epidemic control and realization of the vision of an AIDS-free generation in Uganda.

Responsibilities:

  • Provides overall leadership to the project team, technical and operational aspects of the project, including planning and implementation of the project.
  • Manages effective use of the resources to reach the desired results of the project, monitoring the work plans, budgets and finances, in accordance with the procedures of the donor (USAID).
  • Responsible for the preparation of the annual work plans, budgets, and annual progress reports in a timely fashion for submission to USAID.
  • Serves as the liaison with the local USAID Mission, US Government representatives, partners, civil society organizations, appropriate officials from the Government of Uganda and representatives from other donor and development agencies.
  • Guides the technical and programmatic aspects of work plans and activities.
  • Ensures timely and accurate financial and program reports to USAID and PATH HQ as required.
  • Plans, directs, and coordinates activities to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters.
  • Develops annual work plans, project teams, and SOPs to meet project goals and ensure compliance with policies.
  • Provides guidance and coaching to managers and staff to achieve project goals and develop national leadership capacity.
  • Establishes, serves, and maintains partnerships with internal and external stakeholders on project matters.

    Required Skills & Experience:

  • A Masters’ degree or its international equivalent or higher in public health or a related area.
  • At least 10-15 years of professional experience in public health, particularly leading and designing health systems strengthening programs; experience in working with key stakeholders in Uganda strongly desired.
  • At least 7 years of professional experience in project management and leadership, including experience in managing USAID projects and staff.
  • Strong critical thinking and problem solving skills to plan, organize, and manage resources for successful completion of projects.
  • Excellent oral and written communication skills in English.
  • Must have legal authorization to work in Uganda.

    Path Deputy Chief of Party Jobs in Uganda

    Responsibilities:

  • Assist the Chief of Party with all aspects of project operations including technical oversight, human resources, recruiting and training staff, and developing an experienced team with distinct roles and responsibilities.
  • Provide technical guidance, technical assistance and capacity building in health systems strengthening.
  • Produce and present papers at local, regional and international forums to share experiences and best practices.
  • Develop/produce contractual deliverables (quarterly, annual, field project evaluations, etc.) in conjunction with other key staff and external evaluators.
  • Work closely with Project staff and implementing partners to identify, document, and disseminate best practices.
  • Serve as acting Chief of Party when necessary and in that role represent the project before USAID and project stakeholders.

    Required Skills & Experience:

  • A Masters’ degree or its international equivalent or higher in public health or a related area.
  • 10+ years’ experience in the implementation and management of international development projects preferably within health.
  • Experience in managing USAID-funded programs is required.
  • Broad understanding of public health in Uganda and knowledgeable in the area of health systems strengthening.
  • Proven skills in managing health related projects, building organizational capacity in health systems strengthening programs, and use of host country and community level mechanisms.

    Path Director of Finance and Administration Jobs in Uganda

    Responsibilities:

  • Lead program annual budget development process that includes managing the annual work plan,
    life-of-project and activity budgets and ensuring compliance of program expenditures with approved budgets; ensure the consistency, inclusion and accuracy of costs and that they comply with agreed policy and practices, and work with staff in developing budgets for technical activities as necessary. Revise overall and sub-budgets as needed throughout the work plan year.
  • Monitor adjustments to the annual budget whenever required.
  • Coordinate monthly requests of funds, based on budget and cash flow projections, to ensure the program has all the necessary funds for the operations.
  • Ensure all program staff are trained on USAID Rules and Regulations and compliance with the Cooperative Agreement.
  • Ensure timely submission of administrative and financial reports to HQ as required.

    Required Skills & Experience:

  • Master’s degree in business administration, Finance, Accounting or other relevant discipline or equivalent experience.
  • At least eight years’ experience in financial and operational management of complex international development assistance programs.
  • Thorough knowledge of USG financial reporting and compliance requirements.
  • Proven leadership and capacity in negotiation and conflict management.
  • Demonstrated experience to provide technical assistance to organization and conduct trainings.
  • Excellent analytical, oral and written communication skills with fluency in English.
  • Proficient computer skills.
  • Experience in maintaining excellent communication with Headquarters.
  • Ability to travel.

    Path Monitoring and Evaluation Adviser Jobs in Uganda

    Responsibilities:

  • Provide in-country technical leadership and support for monitoring and evaluation and knowledge management.
  • Ensure the integration of M&E activities into all project components.
  • Collect report and analyze information on project activities.
  • Collect data for annual M&E plan and use those data to improve project performance.
  • Adapt and implement tools and techniques to improve the quality and use of data for decision making.
  • Compile information on lessons learned and expertise within and outside the project.
  • Assist the Chief of Party with decision-making on resource allocation based on project priorities and performance.
  • Participate on behalf of the project in appropriate technical meetings and conferences.
  • Provide support to institutional and human capacity building activities at the regional and local levels for project activities.
  • Develop a detailed annual work plan to build technical and managerial capacity of project.
  • Based on the capacity building work plan mentioned above conduct monthly seminars, hands-on training, mentoring and coaching for project staff.
  • Carry out any such duties as may be assigned by the Chief of Party.
  • Design and implement operations research.

    Required Skills & Experience:

  • Masters’ degree in Public Health, Epidemiology or Statistics or another related field.
  • At least 8 years of relevant work experience in monitoring and evaluation in developing countries with USAID.
  • Demonstrated research experience and skills, complemented by experience in collaborating with varying types of partners.
  • Must have extensive knowledge in collaboration, learning and adapting concepts to health projects.
  • Must have excellent writing, presentation and communication skills in English.
  • Demonstrated decision making ability operating in a management culture built on consensus and results. Ability to work as part of a team and as an individual.
  • Experience with Monitoring and Evaluation in USG supported projects in particular.
  • Demonstrated intermediate skills in IT as Word, Excel and PowerPoint, experienced with project planning applications.
  • Knowledge of and experience in training and capacity building.
  • Prior experience conducting operations research.
  • Experience establishing data quality assurance systems.
  • Excellent planning and data analysis and presentation skills.
  • Fluency in written and spoken English and demonstrated capacity to effectively communicate and document, including the writing of quality reports and detailed analysis of strategic information, using computer programs such as Word, Excel and PowerPoint.
