PATH seeks a Chief of Party to provide strategic leadership and oversight for an anticipated USAID-funded social and behavior change communication (SBCC) project in Uganda, Social and Behavior Change for Transformation activity (SBC4T).

The SBCC project will result in the improved ability of individual, household, and communities to adopt priority behaviors.

S/he will have responsibility for all aspects of technical and operational project management in order to optimize project performance and outcomes.

This includes systematic monitoring of project results against targets and work plans, operationalization of project standards, and employing data for decision-making and course correction.

S/he will ensure effective coordination with key stakeholders including government, CBOs, and private sector as well as robust sub-partner management.

The Chief of Party will ensure project effectiveness and cost efficiency through appropriate human and financial resource management.

Responsibilities:

  • Provide strategic leadership and vision to project staff.
  • Serve as primary liaison with USAID Uganda, international and regional partners, and government officials.
  • Provide administrative, programmatic, and managerial oversight to all aspects of programming.
  • Coordinate effective implementation of project activities, including developing work plans and facilitating their timely implementation.
  • Oversee development of annual project implementation budgets and expenditure monitoring.
  • Manage relationships with international and national partners and other key stakeholders.
  • Develop external relations with the government, local NGOs, and private sector.
  • Model and promote best practices among all staff and, in particular, with the Deputy Chief of Party.
  • Recruit and supervise staff to meet evolving project demands; provide technical assistance, mentoring and skills building to local staff and key local counterparts.
  • Make programmatic decisions, trouble‐shoot implementation challenges; oversee project data quality compliance, including developing data tracking systems and monitoring records to ensure project meets USAID audit standards.
  • Submit timely project reports to USAID and PATH headquarters on a quarterly, semi‐annual and annual basis; disseminate project success stories and share information.
  • Serve as a spokesperson and advocate, represent the project to USAID, donors, cooperating agencies, and others.
  • Carry out supervisory responsibilities in accordance with PATH policies and applicable laws.
  • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

    Required Experience
  • Master’s degree in public health, social sciences, international development, or other closely related field.
  • Experience in the design, implementation, and monitoring of SBCC projects.
  • 10+ years’ experience in the implementation and management of international development projects, preferably within health.
  • Broad understanding of public health in Uganda and knowledgeable in the area of primary health care.
  • Proven skills in managing health-related projects, building organizational capacity in health service delivery programs, and use of host country and community-level mechanisms.
  • Experience in managing USAID-funded projects is required.
