  • PATH is leading a consortium of partners in the implementation of the recently awarded USAID End Malaria Program (EMP).

  • This is a 5-year Cooperative Agreement. In partnership with Jhpiego and the Zambia Centre for Communication Programs (ZCCP), guided by the National Malaria Elimination Strategic Plan and in collaboration with the End Malaria Council (EMC), the End Malaria Program (EMP) will build on the PATH learning and momentum achieved as lead for PMI’s Program for Advancement of Malaria Outcomes (PAMO).

  • In line with PMI’s strategy, the EMP will assist the GRZ to accelerate progress toward its goal of eliminating local malaria infection and disease in Zambia by achieving high levels of effective coverage with high-quality malaria control interventions, leading to major reductions in malaria prevalence, incidence, severe disease, and death in four focal high-burden provinces: Luapula, Northern, Muchinga, and Eastern.

  • PATH seeks to recruit a Community Case Management Specialist who will provide technical leadership and program oversight and direction in the area of case management for the USAID funded EMP.

  • The specialist will support the NMEP implement the community case management guidelines and policies and help scale up the program in the focus districts. .

    Responsibilities

    • Provide technical oversight, strategic direction and ensure appropriate support for the implementation of program activities in malaria case management at the national and district level, including linkages to the community that address service delivery gaps

    • Provide technical guidance to the NMEP to strengthen the quality of care for management of uncomplicated and severe malaria including scale up of rectal artesunate suppository by community health workers in focus districts

    • Review national policies, guidelines training materials, job aids, and curricula, in collaboration with the NMEP to ensure compliance with global WHO guidance and use of evidence-based approaches

    • Provide mentoring and
    capacity building at the individual and organizational level in case management including strengthening and establishing supportive supervision at the facility level and assisting facility staff.

    • Provide guidance and direction to the implementation of a clinical mentorship program

    • Support the NMEP to coordinate case management technical working groups at national and district levels. Actively participate in CM technical advisory group meetings, and represent EMP in professional forums by participating and presenting in pertinent meetings and conferences

    • Contribute to annual work planning and preparation of donor reports

    • Work with M&E staff to design, implement a plan to track data/results related to CM, including analysis of data and development of conclusions and recommendations to strengthen program implementation

    • In collaboration with facilities, ensure monitoring of supplies related to CM and creation of action plans to related to barriers on supplies

    • Coordinate and monitor the efficiency and effectiveness of the work of short-term consultants as required

    Required Experience

    • Bachelor’s Degree in a clinical, medical or public health, field. A master’s degree in public health is desirable.

    • Minimum of 8 years of relevant experience in management of health programs with 5 years in malaria management

    • Qualification as a “master trainer”; experience training health workers on clinical aspects related to malaria case management at both community at facility level

    • Experience building capacity at individual and organizational levels

    • Experience with a mix of practical technical skills in malaria necessary for strengthening malaria service delivery at the regional, national, clinical and community-level

    • The ability to liaise with senior MOH officials and dignitaries, executives of NGOs, FBOs, CBOs, the for-profit business community, and senior members of the donor community;

    • Demonstrated in-depth understanding of Zambian healthcare system, particularly the public health system.

    • Ability to coach, mentor and develop technical capacity in national programs and technical staff in the areas

    • Excellent written, oral presentation, communication and organizational skills in English, strong skills in word processing and Excel spread sheets

    • Ability to travel up to 50% time Nationally
