Job Description Panagora Group, a small business specializing in monitoring, evaluation, and learning, global health, and international development, seeks an experienced monitoring advisor for an anticipated USAID/Nigeria Monitoring, Evaluation, and Learning activity.
This is a long-term position based in Abuja, Nigeria expected to start in Spring 2021.
We are looking for multiple MEL Specialists who have technical experience in the areas of (1) economic growth and environment (i.e. agricultural development); (2) education; (3) health, populations, and nutrition; (4) HIV/TB; and (5) peace and democratic governance.
This is a long-term position based in Abuja, Nigeria expected to start in Spring 2021.
Duties and Responsibilities
Work in close collaboration with the Monitoring Advisor and the Learning & Institutional Capacity Advisor to ensure that the MEL related needs of USAID/Nigeria are met including planning and budgeting for each assigned activity.
Support planning, design and implementation processes for monitoring and evaluation priorities under the MEL activity
Support the design, dissemination, implementation and supervision of new methodologies for USAID/Nigeria and its implementing partners.
Support data management from internal and external sources, including the collection and processing of quantitative and qualitative data.
Collaboratively develop strategies to creatively incorporate data, analytics, and data visualization into various content and product delivery
Coordinate knowledge capturing, sharing, and strategic learning to speed performance-based adaptations and bring new innovations to the USAID Mission’s programmatic work in country
In collaboration with other MEL activity staff, plan and implement dissemination activities for sharing research results, other program assessments, and findings of monitoring and evaluation activities.
Plan, write, edit, format, and produce content for reports, events, success stories, and other communication products, individually or in collaboration with others
Guarantee the quality of MEL activity deliverables.
Other duties as assigned by the Chief of Party or designated supervisor.
Requirements
A minimum of a Bachelor’s degree in economics, public policy, political science, public health, international development, or social science that emphasizes research methods. Masters
preferred.
Minimum of five years of experience managing monitoring, evaluation and learning activities for donor-funded mechanisms, preferably with USAID experience.
A minimum of 5 years of relevant work experience and expertise in specialized field, which include the areas of: (1) economic growth and environment (i.e. agricultural development); (2) education; (3) health, populations, and nutrition; (4) HIV/TB; and (5) peace and democratic governance.
Minimum of five years of experience in applying mixed methods evaluation approaches, conducting field-based and third-party monitoring of development programming and/or conducting applied research. Experience with the Monitor® system preferred.
Demonstrated ability to conduct field work in non-permissive environments, areas with hardship conditions, remote areas, and conflict-affected areas for extended periods of time.
Advanced knowledge of statistical analysis and software such as STATA, NVIVO, etc.
Excellent teamwork, interpersonal, verbal and written communication, presentation and facilitation skills. Ability to manage team of consultants a plus.
Meaningful professional experience in Nigeria a strong advantage
Strong English oral and written communication skills
