Panagora Group Data and Methods Specialist - USAID/East Africa Jobs in Kenya

Panagora Group, a woman-owned small business specializing in monitoring, evaluation, and learning, global health, and international development, seeks an experienced Data and Methods Specialist for an anticipated IDIQ to provide program support services for USAID/East Africa.

The Data and Methods Specialist will assist in in defining and implementing an effective tool to manage all activities and programs in the Mission‘s portfolio.

S/he will perform an analysis of USAID/East Africa‘s programs and performance management needs—including external reporting requirements.

This is a long-term position based in Nairobi, Kenya expected to start in 2019.

Responsibilities:

Maintain performance management and reporting database systems that enable USAID/Kenya to fulfill performance monitoring, evaluation, reporting, and dissemination requirements as mandated in the ADS.

Develop a roll-out strategy for implementation.

Provide any training required for successful adoption of the system to USAID/East Africa and implementing partner staff.

Establish and maintain the system, and troubleshoot system use.

Manage large data sets and systems, ensuring quality assurance, accuracy, and documentation

Provide technical guidance and quality assurance for data analysis and visualization activities

Insure report generation, system integrity, and information flow from USG project implementer to the AMIS.

Qualifications:

At least 15 years’ of professional experience in designing and maintaining management information and reporting systems,

with at least 5 years’ of international experience.

A Master’s degree in information management or a related technical field.

Demonstrated experience successfully communicating with users to create systems that meet individual and organizational needs, and to gain adoption of those systems.

Familiarity with database development and a thorough understanding of M&E;

Familiarity with USAID’s objectives, approaches and operations, particularly as they relate to MEL;

Advanced skills in using common quantitative and/or qualitative data analysis software such as SPSS, Stata, ATLAS-ti, and NVivo;

Excellent American English writing skills and speaking ability.
