Job DescriptionPSA is seeking a National Workforce Capacity Development (WCD) Coordinator professional to support Workstream 2 - Workforce Capacity Development under the Admas Programme funded by Bill and Melinda Gates Foundation in Ethiopia.
The successful candidate will have demonstrable experience in working in project management within a global and programmatic context.
This role will be responsible for providing technical and programmatic support for effective management of the workstream to achieve the objectives under the Admas programme.
This role will demonstrate the skills, knowledge and technology for improved and sustained supply chain transformation and performance through Workforce Capacity Development.
The post holder will work with the International Workstream 2 Coordinator, Project Management Office (PMO), other Admas workstream stakeholders, and EPSA in the provision of coordination of the activities of Workstream 2 of the Admas programme.
A management graduate who has excellent communication skills (reading, writing and speaking) in both English and Amharic.
Degree in project/programme management, supply chain management or similar is preferred and experience in development sector will be a bonus.
Job RequirementsKey Responsibilities Working in close collaboration with EPSA she/he will coordinate the development of technical activities and work plans, submit them to International WS-2 Coordinator & PMO for review/approval.
S/he will monitor programmatic performance, manage short and long-term staff, and maintain effective communication with staff, the International WS-2 International Coordinator, the PMO, the consortium members (EPSA and subs) and other critical stakeholders.
The National WCD Coordinator will focus on capacity building/transfer and improve the ability of EPSA professionals/counterparts and the institution to manage and maintain the integrity of supply chain systems in Ethiopia
Drive the design and implementation of technical activities, define SMART objectives and performance indicators and contribute to Admas project implementation plan.
Work collaboratively with the International WS-2 Coordinator, PMO and Finance Manager to budget approved technical activities pertinent to the workstream on a regular basis.
Supervise the implementation plan of assigned workstream and report on the progress made.
Update ASANA on a weekly, monthly, quarterly and bi-annually basis advising on relevance, scalability and sustainability of selected activities.
Advise on implementation timeline (via ASANA), make necessary adjustments to scrums/sprints using Agile methodology.
Participate actively in weekly and monthly meetings and provide inputs on project- implementation improvements.
Identify and mobilize global technical resources e.g. consultants to provide technical assistance and/or to deliver training programs aimed at
building the capacity of national systems and transfer capacity to EPSA counterparts.
Draft Scope of Work (SoW) for Subject Matter Experts (SME) intervening on workstream and submit them to PMO for review and approval.
Supervise the work of the SMEs, review their technical reports and submit them to PMO within 2 weeks after the completion of the constancy.
Submit to PMO weekly, monthly, bi-annual and annual reports as necessary.
Consult with PMO regarding contractual, budget and financial issues with subs before communicating with subcontractors or EPSA.
Be proactive, risk adverse, complete a monthly risk register and submit it to PMO
Identify capacity gaps and areas of collaboration and interface within the different workstreams and facilitate collaboration and complementarity and appropriate trainings for in-country EPSA counterparts.
Support development, update, and implementation of performance monitoring plans that encompass the assigned workstream and bridge gaps soliciting collaboration with other Workstreams’ Coordinators.
Support the development of high-level technical deliverables and reports and ensure their timely submission.
Manage performance of supervisees and consultants working on the assigned workstream.
Complete any duty assigned by the PMO and/or line managers as appropriate.
Skills, experience and knowledge
The ideal candidate should have Minimum ten (10) years’ experience in activities relating to development project/programme management, preferably in the health supply chain context in developing countries, with experience working at executive level.
It is preferable to have working knowledge and understanding in a range of areas including supply chain management, competency/capacity development, HR processes and procedures, performance management and professionalisation.
Essential
A degree in Business Administration (preferably MBA), or professional qualification in project/programme management or supply chain management
Demonstrated development project/programme management experience at organisational and country level
Strong knowledge of workforce development, capacity development, and health supply chain management theory and its practical application to development contexts
Strong knowledge and demonstrated application of project management and coordination in an Ethiopian context
Experience working with complex teams
Demonstrated ability to communicate clearly and concisely both orally and in writing (English and Amharic are essential)
Advanced Proficiency of English and Amharic
Highly competent in the use of computers especially Word, Excel and Office 365 packages
Desirable
Service and customer-centric oriented
Knowledge and experience with project management tools particularly Asana
Experience with Agile project management approaches such as Lean Six Sigma, Scrum or KanBan etc.
Understanding of the complexities of working in a multicultural and diverse environment
Detail oriented and good record keeper
Initiative and ability to work independently and develop solutions to problems
