Job DescriptionThe objective of this position is to provide capacity building and technical guidance to EPSA finance staff for the development and improvement of EPSA’s financial and funding management systems including the implementation of the grants financial management system as per policy and procedure of the Ministry and donor requirements.
This is local position; it is therefore open to Nationals of Ethiopia only. Therefore

To Support EPSA’s Finance & Administration and Grant Management Directorates to implement finance and funding activities outlined in the Pharmaceutical Supply Transformation Plan (PSTP), including:
Build the capacity and coach junior staff of the directorate and regional staff
Provide technical guidance and capacity building to EPSA finance staff to enable them to undertake PSTP tasks including:
Develop costing tools within the EPSA financial system
Prepare long term rolling plan updated on an annual basis indicating projected funding and outlining the expenditure plan with appropriate targets
Create specific General Ledger codes for each key functional area, including: procurement, distribution, warehousing, management information systems and administration
Conduct in-depth financial performance measurement
Develop a long-term financial sustainability plan
Reduce process lead time (payment and credit collection)
Capacity development and technical guidance supporting EPSA to undertake
ongoing finance and funding activities, including but not limited to:
Supporting disbursement plan development & facilitate disbursement of funds
Supporting the preparation of accurate and timely financial reports to appropriate bodies
Supporting preparation, engagement & follow up for audits
Supporting monthly account reconciliation including regions & agencies
Supporting interactions & reconciliations with other teams e.g. procurement
Supporting accounting control procedures & resolution of discrepancies
Support regular budgeting and ongoing monitoring/review activities
Provide technical guidance and capacity building to EPSA finance staff on the adoption and implementation of international financial reporting standards within EPSA .
Provide technical guidance and capacity building to EPSA finance staff on the selection, implementation, and use of financial management information systems.
Job Requirements
Skills, experience and knowledge
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
Education/Experience/Language requirements
Education:
Advanced university degree in Accounting, Finance, Business Administration, or related fields. ACCA qualification is mandatory.
Knowledge of IFRS/IPSAS is an added advantage
Experience:
A minimum seven years professional work experience with proven ability to analyze financial data and prepare financial reports and projections.
Out of seven year’s work experience at least 2 years of experience on external audit at senior level ·
Knowledge of government finance, accounting, budgeting, and cost control system including financial regulations an advantage.
Familiarity with health systems policies and sectorial reform processes is desirable.
Experience with providing finance capacity development and staff training is advantageous
Language
