This Opportunity:
Palladium is seeking an experienced Senior Quality of Care Advisor for an anticipated USAID project that aims to support Ethiopia’s health sector in planning, implementing, regulating, institutionalizing, and sustaining the RMNCAH quality improvement efforts in the country for improved client satisfaction and health service utilization to improve health outcomes. The Senior Advisor will provide high level technical and strategic leadership to the project’s quality of care activities and lead the QA/QI team that will plan, deliver and monitor high impact activities.
The ideal candidate must be a recognized technical leader in the RMNCAH clinical areas with demonstrated technical expertise in at least three of these four technical areas – RMNCAH service delivery, quality improvement and quality assurance models and approaches, data use, or community health services.
Having the capacity to successfully interact with host country agencies, including federal, regional, and woreda level players, primary health care units, development partners, civil society and community-based organizations is essential.
The USAID/Ethiopia Quality of Care Activity is an anticipated project and the position is contingent upon award from USAID.

Reporting and Supervision:
Senior Quality of Care Advisor will report directly to Chief of Party.
Primary Duties and Responsibilities:
Provide technical leadership to the process of identifying proven, harmonized and scalable Quality Improvement (QI) strategies and approaches to support and sustain the implementation of inclusive and equitable RMNCAH services in selected urban and peri-urban health facilities and referral hospitals.
In collaboration with stakeholders and partners, support the implementation of harmonized national
QI/QA data use guidance appropriate for urban and peri-urban Primary Health Care Units (PHCU) and Woreda referral facilities.
Develop appropriate training materials for PHCU and referral facilities to launch regular forums for data review and use which identifies the root cause of quality-related facility performance problems and incorporates the appropriate QA/QI approach for engaging in prioritization and action planning.
Coach QA/QI project staff on effective methods to build working relationships with the Federal Ministry of Health, Regional Health Bureaus, Woreda health offices, and other development partners via the RMNCAH Technical Working Group (TWG) and relevant stakeholder forums
Provide technical and strategic leadership to the project Quality Advisors to enhance their skills to coach/mentor PHCU QA/QI teams.
Build capacity of Advisors to mentor local partner organizations that are training and starting up facility-based QI teams.
Ensure feedback loops between facility-based QI teams, who will provide regular reports on facility progress and make recommendations for next steps, with PHCU and Woreda level data use teams.
Create interactive sessions for staff to engage in critical thinking skills and encourage accountability around RMNCAH data, indicators and health outcomes.
Contribute to knowledge management efforts aimed at tracking and disseminating MPact of RMNCAH data use and QI strategies.
Key Competencies Required:
A Master’s degree in public health, healthcare quality required; a Medical Degree preferred.
Demonstrated experience in leading QA and QI interventions in the context of RMNCAH and health systems strengthening initiatives in Ethiopia or similar settings.
Demonstrable experience in supporting QI interventions at all levels of the health system, preferably at district and facility levels.
Proven skills in building the capacity of district and facility team leaders and community groups in culture of quality improvement principles; this includes strong skills in facilitating the interpretation and use of data by facility managers.
Knowledge of QA/QI project management principles and ability to work with teams at different levels of the health system.
Ability to effectively write technical reports, quality of care manuscripts, bulletins; lead meetings; develop and conduct skill building events and deliver presentations.
Strong stakeholder and people management skills required.
Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook, TEAMS)
Written and verbal fluency in English required.
