Project Profile

Palladium has recently been awarded a cooperative agreement to implement the USAID County Measurement, Learning and Accountability Program (CMLAP) in Kenya. The purpose of this activity is to support ongoing activities by the national and county governments and other development partners to strengthen outcome measurements, learning and accountability (MLA) systems in order to provide quality data and synthesized information for planning, implementation, policy development and decision making. This activity will focus its support in the following HIV, malaria and MNCH focal counties of Homa Bay, Migori, Kisii, Kakamega, Busia, Vihiga, Bungoma, Kisumu, Nakuru, Baringo and Turkana

The project has two sub-purposes:
  • Increased leadership and management capacity of county governments for effective outcome MLA systems.
  • Increased availability, analysis and use of quality data

    Position Summary

    The Senior Health Informatics Advisor will be responsible for providing thought leadership and technical guidance in effective implementation of data systems that support data capture at facility level, reporting and use of quality data at all levels of the Ministry of the Health. The main systems of focus include EMRs (KenyaEMR, IQCare and AMRS), KHIS, CPIMS and EID/VL database.

    S/he will lead the engagements with focus counties, national HIS team and implementing partners in defining the EMR scale up road maps at county level, adapting and implementing county level EMR policy, cascade and implementation of Unique Person identifier (UPI) at county level. S/he should be skilled in using the data systems that currently support HIV programming, mining data from this system and various data systems at the county and sub county level, to analyze it into information for evidence-informed programming. S/he will work closely with Deputy Chief of Party, Senior Governance and the Senior CPIMS
    Specialist and Learning Specialists to support EMR and UPI policy implementation, outcome measurement activities and ensure that data analyses support information needed by these stakeholders to answer key questions and support decision making, and for quality improvement.

    Responsibilities

  • Gather and analyse various targeted data system issues and gaps and propose solutions subsequently working closely with national mechanisms to implement identified enhancements.
  • Lead development of various tailored systems based on needs identified by the county and sub-county teams.
  • Impart complex technical knowledge in simple, understandable ways to diverse audience or remotely.
  • Provide technical guidance in adoption of national EMR and UPI policies at county level.
  • Work with DCS at the county level, USG counterparts and others to determine priority areas to be addressed in strengthening the child protection M&E systems.
  • Support Counties to in implementing key EMR activities to strengthen the M&E systems by supporting stakeholder forums, technical working groups, collaborating with other players, participating in the implementation of key activities, monitoring, reporting, and improving child protection data quality in the 8 Counties
  • Provide technical support on an ongoing basis to improving data collection, analysis skills among key stakeholders including USAID implementing partners
  • Participate in the design, implementation, and operation of Data Quality Assurance initiatives as they apply to various health programs including but not limited to Malaria, RMNCAH, HIV, Mortality data and their associated data platforms.
  • Representing Tupime Kaunti at national and county stakeholder meetings
  • Link to Strategic Information mechanisms and teams for cross-platform learning and sharing of strategies and techniques.
  • Assume other duties as assigned

    Requirements

  • Minimum of a Master's degree in Computer Science, Information Technology, Informatics or related field,
  • At least 7 years of relevant experience in System Development Life Cycle using various system development tools web, mobile and desktop systems.
  • Excellent problem solving skills with ability to analyse situations, identify existing or potential problems and recommend solutions
  • Demonstrated experience and understanding of health information systems design, development, roll-out, and/or use (e.g. KHIS, EMR)
  • At least 5 years' experience working with open source health management tools including KHIS
  • Knowledge of the Ministry of Health reporting structure especially at county and sub-county levels.
  • Knowledge of various Kenya Health Sector implementation policies, SOPs and guidelines
  • Minimum 5 years' experience in handling health data including HIV, Malaria, RMNCAH, etc.
  • Experience working with community health/social workers and community level health services
  • Relevant experience in data collection, quality control, analysis, and interpretation and/or in using data to identify and meet program monitoring and evaluation needs and contributing to child rights and welfare policies.
  • Experience with USAID and/or PEPFAR funded programs.
  • Strong written and oral communication skills for high-level policy audiences (writing examples may be required)
  • Excellent coordination and organization skills and attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a limited timeframe
  • Ability to develop and maintain relationships with users and various stakeholders;
  • Ability and willingness to travel frequently within Kenya and work under field conditions
  • Fluency in written and spoken English and Swahili.
