This Opportunity:
The Uganda Health Activity (UHA) aims to increase access to and use of quality healthcare services and improve the performance of the health system at subnational levels in priority districts. Intended high-level results include:
Improved access to and use of quality maternal, newborn, and child health (MNCH); family planning/reproductive health (FP/RH); nutrition; and water, sanitation, and hygiene (WASH)/ infection prevention and control (IPC) health services at facility- and community-levels
Enhanced local ownership and leadership for sustainable health outcomes
Strengthened health system resilience at the regional-, district-, and community-levels.
UHA Activity will also strengthen the capacity of local PEPFAR implementing partners (IPs) to lead and sustain the epidemic response as part of sustainability efforts.
The Uganda Health Activity is an anticipated project, and the position is contingent upon award from USAID.
The Director of MEL will oversee all monitoring, evaluation, learning, and components of UHA. The Director, MEL will guide reporting processes among technical staff, ensuring timely, accurate, and complete reporting. This position will also strengthen integrated health and HIV reporting capacity among local PEPFAR and Government of Uganda (GoU) partners.

Reporting and Supervision:
Director of MEL will report to the Chief of Party.
Primary Duties and Responsibilities:
Take direct responsibility for all monitoring, evaluation, and learning aspects of UHA. This includes but is not limited to the design and implementation of the Activity Monitoring, Evaluation, and Learning Plan and corresponding information system to track activity progress again targets.
Promote learning and knowledge sharing of best practices, and dissemination of lessons learned and project outcomes as part of its collaborating, learning, and adapting approach.
Take overall responsibility for finalizing project progress reports.
Provide MEL technical assistance with aim of building the MEL functions and capacity of PEPFAR-funded implementing partners (IPs).
This position will also coordinate among USAID, donors, other health IPs, and numerous GoU institutions and representatives.
Provide overall MEL technical guidance and direction to activity work plans.
Represent the UHA at various technical meetings.
As required, assist the CoP consortium partners’ technical contributions.
Provide input to project programmatic and financial reporting.
Provide direct supervision and mentoring to MEL staff.
Perform other related duties and responsibilities as assigned.
Key Competencies Required:
Master’s degree in a relevant field, such as public health, epidemiology, biostatistics, or social sciences.
At least seven years of experience in managing and/or leading MEL activities for large-scale health service delivery or health systems strengthening programs in Sub-Saharan Africa, with at least three of those years working in Uganda as a senior advisor or staff member.
Demonstrated experience in setting up and managing MEL systems that track performance as per the objectives of UHA.
Strong analytical skills to successfully use data and evidence to guide program adaptations.
Excellent ability to articulate oral and written technical information clearly and effectively to both technical and non-technical audiences.
Previous experience supporting MEL on United States Government-funded health programming in Uganda.
Familiarity with CLA approaches. Expertise in qualitative and quantitative research methods, and data visualization.
Professional Expertise/Competencies Preferred:
Previous work experience in East Africa strongly preferred.
Existing relationships with Ugandan stakeholders a plus.
