Palladium Data Engineer - Data - FI Jobs in South Africa

Project Overview

Through Translating Data for Implementation (Data.FI) award, Palladium is seeking a Data Engineer to oversee the development of health informatics activities under the guidance of the National Department of Health (NDoH) in South Africa.

Data.FI is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). Data.FI partners with PEPFAR programs to accelerate and sustain access to high-quality data to expedite HIV epidemic control and maintenance. Data.FI supports host country governments to enhance existing health information systems (HIS) and conduct in-depth analyses of HIV epidemiologic and program data to inform management responses to gaps in HIV and AIDS programming and sustain impact by supporting local partner transition.

In South Africa, Data.FI is supporting the National Department of Health (NDoH) to strengthen the national health information system, providing support to the continued development of an interoperable national data warehouse and business intelligence solution.

Job Overview

We are looking for a multi-talented Data Engineer to join our growing team of analytics experts.

The NDoH in South Africa, with support from Data.FI. is implementing a generic information hub (InfoHub) architecture that will integrate information across multiple data sources in order to provide clinicians, program managers, and policy makers with the reliable data needed to provide continuity of patient care, monitor and improve the performance of health programs, and make informed policy and resource allocation decisions.

The hire will be responsible for expanding and optimizing our data and data pipeline architecture. The ideal candidate is an experienced data pipeline builder and data wrangler who enjoys optimizing data systems and building them from the ground up. The Data Engineer will support our data analysts and data scientists on data initiatives and will ensure

optimal data delivery architecture is consistent throughout ongoing projects.

Responsibilities

• Develop, test and maintain data management systems

• Work with data analysts to develop key business questions and build datasets that answer those questions

• Develop data set processes for data modelling, mining and production

• Evaluate datasets for accuracy and quality

• Develop best practices for data management, maintenance, reporting and security

• Create custom software components for reporting and analytics applications.

• Discover and implement opportunities for data acquisition

Required Qualifications:

• BSc. in Computer Science or a related field, or equivalent experience.

• Advanced working SQL knowledge and experience working with relational databases, query authoring (SQL) as well as working familiarity with a variety of databases

• Proven working experience with Microsoft SQL Server

• Working experience with PostgreSQL

• Experience in NoSQL databases is an added advantage

• Proven experience developing web applications.

o Demonstrated proficiency of one or more back-end languages such as C#, Java, Python etc.

o Demonstrated proficiency of JavaScript frameworks such as Angular, React or Vue.

• Experience working with Tier.NET Health Information System is an added advantage

• Experience working with Health Information Exchange standards is an added advantage

• Experience in implementing a data warehouse is an added advantage

• Ability to take direction to iteratively define and implement the solution as requirements are being identified and finalized

• Demonstrated experience in working within a multi-disciplinary team in a fast-paced, technically challenging environment

• Experience using software projects using tools to facilitate the DevOps process such as Trello, Jira or Microsoft DevOps

• Current residence in, or legal authorization to work in South Africa and the ability to relocate back to South Africa
