This Opportunity:
Palladium International, LLC is seeking a Chief of Party for a potential upcoming Low Cost Private Schools project in Ghana. The Chief of Party must have the proven leadership skills, depth, management expertise, and coaching, training and capacity building experience demonstrating their ability for thought leadership. This is a full-time position based in Accra, Ghana.
Reporting & Supervision:
The Chief of Party will serve as the primary liaison with USAID and will report to the home office Project Director. The Chief of Party will have ultimate supervisory authority over the project team.
Primary Duties and Responsibilities:
Ensure effective contract implementation in strict compliance with contract clauses, adherence to USAID’s and guidelines and procedures.
Develop, manage, and maintain strategic partnerships with USAID, other U.S. government agencies and projects, host-country governments and counterparts, international donors, multilateral organizations, and civil society and private sector partners.
Direct the project’s strategic vision, design, and implementation to meet the project’s results, objectives, and guiding principles.
Adjust programming to respond to monitoring and evaluation findings as well as external changes including health crises, civil unrest and climate change.
Lead timely development, submission and revision of all work products and results and ensure expected results are delivered on schedule and on budget.
Manage and mentor a team of senior technical and program management staff
and facilitate strong communication and coordination with and between all team members.
Provide oversight of project subcontractors, ensure quality and timeliness of deliverables, and facilitate regular communication among implementing partners to encourage maximum participation in the project.
Ensure effective internal systems for program delivery; results tracking and reporting; staff recruitment, mobilization, and retention; and contracting and financial management to respond rapidly and efficiently to dynamic program needs.
Represent the project and organization, as needed, and participate in outside associations, conferences, and symposia.
Key Competencies Required:
Proven ability to manage Education Quality and Assurance, blended finance, and/or low cost private school projects and a proven track record of working effectively with government counterparts at various levels of a ministry system.
Demonstrated regional experience in managing progressively complex education programs, with demonstrated skill in organizing resources and establishing priorities. Ghana experience preferred.
Success working with a bilateral donor as a Chief of Party (CoP), Project Director, Deputy CoP, Team Leader or similar on projects with complex scope, scale, and governance structures.
Demonstrated experience in building partnerships to achieve mutual goals and objectives, including with U.S. government agencies, host-country governments and counterparts, international donors, multilateral organizations, and civil society and private sector partners in developing countries.
Strong management skills to guide all project human, technical, and financial resources.
Strong interpersonal, writing, and oral presentation skills.
Strong analytical and computer skills (Word, Excel, PowerPoint, web-based research)
Ability to multi-task and keep track of concurrent activities and deadlines.
Full professional proficiency in English, with excellent oral and written communication skills.
Must be willing to live and travel within Ghana.
