Project BackgroundThis OpportunityPalladium International, LLC is implementing the $250 Million, 8-year USAID CATALYZE contract which offers a facilitated partnership model that will craft solutions to crowd in $2 Billion in blended finance (i.e., blended concessional and commercial finance) to USAID partner countries; it can work in any development sector or region.
Launched in October 2019, CATALYZE is a buy-in mechanism that allows USAID Bureaus and Missions to efficiently deploy investment facilitation solutions that respond to the needs of specific sectors, issues, and geographies.
USAID CATALYZE Market Systems for Growth (MS4G) focuses on creating transformative outcomes in the food security and WASH sectors to benefit all Ethiopian people. To achieve these goals, the activity engages youth, mobilizes capital, increases access to finance, connects enterprises to markets, and supports stakeholders to self-advocate towards policy change which will promote opportunities for the private sector community. The project supports activities in Addis Ababa and secondary cities.
To strengthen the private sector in the food security and WASH sectors, MS4G uses a market-based approach to enhance enterprises’ performance, product/service delivery, and inclusion.
The activities are designed to build institutional capacity, enhance knowledge and skill transfers through workforce development initiatives, advance the business enabling environment, accelerate digital transformations and scale best practices to increase productivity and quality.
The Purpose of the PositionThe Capital Mobilization Manager will provide technical support and direction to MS4G in line with client expectations. S/he is based in Addis Ababa to enhance the opportunities to link more closely with other USAID/Ethiopia Mission-sponsored projects, Financial Institutions, other USG-sponsored cross-sector activities, private sector players and Government of Ethiopia (GoE) agencies and ministries on the urgent actions and partnerships needed to achieve the expected results.
Reporting and SupervisionThe MS4G Capital Mobilization Manager will report to MS4G Deputy Country Director – Technical and work closely with MS4G Technical Leads across functional and sectoral areas. The Capital Mobilization Manager will lead MS4G’s specialized capital mobilization activities to meet sector-specific financing needs (eg including input financing for farmers and agribusinesses) .
S/he will supervise the Capital Mobilization Advisor and Capital Mobilization Specialist and provide guidance and advice to MS4Gs regional coordinators for activities focused on secondary cities.
Primary Duties and ResponsibilitiesDesign and oversee implementation of a cost-effective, results-based approach to mobilize private capital for enterprises in MS4G’s focus sectors and locations.
Design and oversee implementation of a cost-effective, results-based approach to enhance the ability of the Ethiopian business community to access high-quality transaction advisory services and private capital in support of growth, as measured by sales and revenue.
Develop programs to attract private sector capital from domestic sources.
Collaborate with the MS4G Enterprise Growth team and other colleagues to design and manage interventions that improve the risk-return profiles of focus sector SMEs to enhance their ability to access investment.
Oversee the implementation of various blended finance mechanisms under grant and subcontracts to drive the growth of a robust transaction advisory service provider ecosystem and to unlock financing for underserved
market and segments in MS4G’s priority sectors.
Ensure MS4G meets capital mobilization targets, with an increased focus in secondary cities and conflict affected regions.
Relationships
Internally, the role will be required to work closely with across technical, Procurement, Grants, Finance Teams and Service Delivery teams in Ethiopia and the US.
Externally, the role will liaise with financial Institutions, clients, national government entities, business partners, and other stakeholders.

Job Requirements
Required Qualifications
Extensive experience in private sector engagement in relation to banking and investment sectors in in Ethiopia.
Understanding of the financial and regulatory constraints facing private sector companies in Ethiopia.
Prior experience designing and managing Pay for Results (P4R) activities.
Demonstrated professional experience in banking, investment, finance or related fields.
Experience as an expert for USAID or donor funded projects related to investment, finance, and private sector development.
Excellent communication and negotiation skills.
Excellent leadership, representation, and organizational skills.
Ability to build a strong team and client relationships.
Demonstrated organizational skills and a strong track record in meeting deliverable and donor deadlines.
Professional Expertise/Competencies Preferred
Minimum of a master’s degree in business administration, Economics, Finance, Law or other related field of study.
Minimum of 10 years professional experience in banking, investment, finance or related fields.
Experience as an expert for USAID or donor funded projects related to investment, finance, and private sector development is a plus.
Previous experience/knowledge of USAID and private sector engagement projects, approaches, and policy.
Strong writing and presentation skills as well as attention to detail and quality.
Strong management skills with ability to mentor, coach, lead, develop and evaluate employees.
Ability to manage personnel and achieve results across a matrix management structure.
Experience with market systems approach project implementation.
