Position Overview:
The goal of the Southern Africa Regional Human Rights Program (SARHRP) isimprove the recognition, awareness, and enforcement of human rights in the region, with special foci on select rights and a crosscutting emphasis on protecting the region’s most vulnerable and marginalized groups.
SARHRP’s objectives are to:
Improve the enabling environment for the promotion and protection of human rights; Strengthen the capacity and engagement of regional and local civil society actors to seek redress for rights violations;
Increase public demand for improved rule of law and human rights protection and
Foster South-to-South community of practice for knowledge and resource sharing for continued efforts to address human rights violations.
Pact will implement a portion of this overall project, in collaboration with Freedom House, American Bar Association-Rule of Law Initiative (ABA-ROLI) and Internews.
Pact seeks a Senior Capacity Development Advisor to support the SARHRP from Johannesburg. The Senior Capacity Development Advisor will be responsible for leading Pact’s contribution to institutional strengthening of civil society organizations (CSOs) and indigenous peoples organizations (IPOs).
The successful applicant will be responsible for the quality of the design and delivery of the program’s capacity development activities and must ensure that such activities are implemented in compliance with all donor, consortium, Pact, and project-specific policies.
The Senior Capacity Development Officer will be based in the Consortium’s project office in Johannesburg, South Africa. There will be ongoing communication with Pact’s office in Pretoria, South Africa as well as with the headquarters in Washington, DC.
Key Responsibilities:
Lead Pact’s contribution to
institutional capacity strengthening activities for CSOs and IPOs
Conduct technical and organizational capacity assessments (TOCA), network analysis (ONA), Organizational Performance Index (OPI) with civil society partners across SADC.
Ensure that such approaches are blended with the additional technical capacity development programming led by other SARHRP partners
Support SARHRP Consortium organizations in their capacity development engagements
Provide quality assurance for all capacity development interventions implemented by SARHRP Consortium partners
Serve as Pact’s representative on the SARHRP Senior Management Team
Provide technical direction in activity planning for all capacity development components including network strengthening.
Develop materials and processes for specific areas/topics identified as needed for capacity development of partners, including training, mentoring and coaching of partners, peer learning and other methodologies.
Ensure flexibility and high quality of the capacity development support provided to the partners.
Lead in program monitoring, evaluating, learning and periodic reporting related to capacity building.
Coordinate with appropriate stakeholders in all aspects of activities planning, monitoring, and implementation.
Contribute to the development of annual workplans, performance monitoring systems and tools, and writing of program reports.
Ensure proper administration of logistical aspects related to capacity development activities.
Remain up-to-date with latest methodologies, best practices, and donor requirements and ensure that the project CD results are consistent with the best practices of the industry.
Support political economy analysis research
Actively participate in Pact’s capacity development Community of Practice.
Travel frequently within the Southern Africa Development Community (SADC).
Perform other duties as assigned.
Basic Requirements:
Degree in international development, organizational development, business or public management or a related area.
At least 8 years’ experience managing/filling a senior technical position within US government-funded project(s) with significant CD elements (involving human rights, advocacy, networking).
Excellent grasp of participatory CD methodologies.
Excellent facilitation and training skills.
Excellent communication and relationship management skills.
Ability to travel.
Strong written and verbal English communication skills
South African citizen or permanent resident strongly preferred
Preferred Qualifications:
Masters or a related advanced degree in international development, organizational development, business or public management or a related area.
Demonstrated experience in providing capacity building assistance to IPOs or directly relevant populations.
Demonstrated understanding of challenges to the rights of indigenous peoples in southern Africa.
Knowledge of US government rules and regulations.
Strong planning and inter-cultural communication skills required.
Proficiency with activities, theories, methods and technology in capacity development field.
Demonstrated flexibility, adaptability and the ability to perform and collaborate under challenging conditions.
Quick learner.
