Position Overview:

Reporting to the COP, the Program Manager will have responsibility for all aspects of technical and operational program management in order to optimize program performance and outcomes.

This includes systematic monitoring of program results against targets and work plans, operationalization of program standards, and employing data for decision-making and course correction. S/he will ensure effective coordination with key stakeholders including government, CBOs, and private sector as well as robust sub-partner management.

The Project Manager will ensure program effectiveness and cost efficiency

through appropriate human and financial resource management.

Key Responsibilities:

Coordinate technical activities and provide direction, feedback and support to ensure success.

Provide input into and assure that all donor reporting requirements on program impact are met and assist implementing partners/grantees in setting up reporting and tracking systems to provide such information in an efficient and timely manner.

Ensure effective coordination and communication between each partner organization.

Ensure high quality program delivery and the cost-effective use of Pact and USAID resources

Ensure provision of management support and technical assistance to grantees on program design, budget/work plan development, and M&E planning.

Provide regular written/oral program progress updates, as requested.

Establish and manage Pact’s local technical training activities.

Ensure that the most up-to-date information regarding the programs or initiatives shared via a range of mechanisms: including reports, newsletters, and the Internet.

Perform any other relevant duties as assigned by the COP.

Basic Requirements:

A minimum of Bachelor’s degree in Public Health, Health Administration, Management Social Work, or Business Administration with a focus on public health, social sciences, or related field;

A minimum of 8 years of progressively responsible experience in technical and operational program management of large-scale complex development activities in developing countries;

A minimum of 5 years of experience in management of a PEPFAR-funded activity, including program planning, implementation, data use, monitoring and reporting;

Demonstrated ability to manage large teams and effectively coordinate with a range of stakeholders including government, community and other civil society organizations, and the private sector;

Demonstrated working knowledge of U.S. Government program management regulations; and
Demonstrated written, presentation, communication and organizational skills in English.

Professional experience in sub-Saharan Africa is required, South African work experience preferred. South African National preferred.
