Project Overview :
Pact is recruiting a Finance and Operations Director for an upcoming CDC-funded program, Combination Prevention Solutions to Reach Epidemic Control among High Risk, Priority Populations in High Burden Areas in the Republic of South Africa under the President's Emergency Plan for AIDS Relief (PEPFAR), due November 14th, 2018.
The program seeks to improve the effectiveness and quality of HIV prevention programs and decrease the burden of HIV and TB among AGYW contributing to the prevention, care, support, treatment, and sustainability goals of the Partnership Framework Implementation Plan (PFIP).
PEPFAR partners in collaboration will, on a large scale, support the South African Government's goals to address HIV incidence among adolescent girls and young women (AGYW) to achieve an AIDS-free generation, with concentrated evidence-based efforts, rollout of oral Pre-Exposure Prophylaxis (PrEP), and assist with scale up efforts to reach AGYW.
Position Purpose:
The Finance and Operations Director provides leadership on all budget, expenditure monitoring, financial reporting, sub-award matters and operation aspects to ensure the timely and effective implementation of project activities.
S/he will perform budgeting, expenditure monitoring, pipeline analysis, and reporting duties in accordance with generally accepted accounting principles and grant requirements, and Pact policy. S/he serves as a
financial management resource to programmatic and operational staff. This position is contingent upon award.
Key Responsibilities:
Lead and oversee the annual budget preparation, including oversight of the costing of the work plan and its integration with the approved budget.
Ensure consistency with Pact standard operating procedures, policies and accounting principles.
Develop procedures for monitoring and analyzing program budgets, which allow accurate projection of expenditures and comparisons of actual and budgeted spending.
Coordinate monthly requests for funds, based on budget and cash flow projections, to ensure the project has all necessary funds for operations.
Ensure financial reporting is in accordance with CDC contractual requirements.
Advise program staff on financial health through the provision of regular and timely financial expenditure reports.
Maintain financial controls and procedures for the management of funds and sub awards.
Produce budget projections and reports for submission to CDC.
Liaise with the Chief of Party to ensure the project needs are being met in terms of accounting, contracts, human resources, IT, and operations.
Ensure project staff are familiar and compliant with CDC and Pact policies and procedures.
Support the sub-award management and the operations departments.
Monitor partner’s management of funds and cross check source documents.
Maintain financial files and support annual audits.
Basic Requirements:
At least 10 years of financial management experience, with at least 5 years of experience managing the financial and operational aspects of a USG-funded program.
Master’s Degree or its equivalent in Accounting, Finance, Business Administration or relevant field.
Strong written/oral communications skills in English.
Strong managerial skills and experience overseeing staff.
Ability to set put financial regulation systems with partner organizations to ensure the efficient and accurate disbursement of funds.
Prior relevant work experience in South Africa strongly preferred.
