Position Overview Pact is recruiting a Deputy Chief of Party (DCOP) for an upcoming five-year, USAID-funded vulnerable children and adolescents (VCA) program – Service Delivery for Vulnerable Children and Adolescents (SDVCA).
SDCVA seeks to improve the resilience and health outcomes of vulnerable households in four provinces in Zambia with the highest HIV burdens, while strengthening the Government of the Republic of Zambia’s (GRZ) social protection platform so that the GRZ eventually provides the majority of services to VCA.
The program is intended to provide evidence-based services that will deliver measurable results for VCA and their caregivers in the following activities:
Health: Improve children and adolescents’ access to health services with a focus on high impact HIV services
Education Support: Increase school access, attendance, and progression of VCA
Psychosocial Care and Support: Structured, evidence-based interventions that support VCA to build self-efficacy and enable them to navigate the social and psychological vulnerabilities of adolescence, especially those focused on sexual and reproductive health and prevention of HIV and sexual violence
Household Economic Strengthening (HES): Structured, evidence-based interventions that reduce the economic vulnerability of families, strengthen their resilience, and empower them to provide for the essential needs of the household
Child Protection: Prevent and respond to child abuse, neglect, and exploitation, with particular focus on the prevention of sexual violence for 9-14-year-old adolescents
Capacity Building: Capacity-building and systems strengthening interventions
Reporting to the COP, the DCOP is responsible for ensuring all aspects of operational program management align with the project’s technical strategies, objectives, and expected results, to optimize program performance and outcomes.
Responsibilities include systematic monitoring of program results against targets and work plans, operationalization of program standards, and employing data for decision-making and course correction.
S/he will ensure effective coordination with key stakeholders, including government, CBOs, and private sector, as well as robust sub-partner management.
The DCOP will ensure program effectiveness and cost-efficiency through appropriate human and financial resource management. This position is contingent upon award.
Key Responsibilities
Responsible for strategic and operational planning and implementation of project objectives and assure high-quality deliverables, including timely preparation of the annual work plan, project, and financial reports.
Collaborate with headquarters and all partners to ensure programming aligns with the program’s mission, and vision and that project best practices and lessons learned are shared for dissemination.
Play a lead role in program implementation and management, overseeing grantmaking and capacity building with local
partners; conduct capacity assessments utilizing proven tools (i.e. NUPAS/OPI); work collaboratively with local partners to develop transition plans. Forge new alliances with stakeholders at the national, provincial, district and site level, including potential private sector stakeholders
Assist the COP in the successful programmatic and technical implementation of the project, including the timely completion of high-quality work plans, accurate reports, and other mandated deliverables.
Assist the COP in monitoring project progress vis-a-vis expected objectives, utilizing tools and methods developed by Pact and USAID, and ensuring practical usage of resources and compliance with donor requirements.
Supervise activity development and implementation and support the efficient and accountable management and reporting of program achievements and finance
Supervise and mentor program teams in field locations as well as support teams and technical consultants as required
Support monitoring, evaluation and learning on an ongoing basis
Ensure that procedures are established and complied with for development, selection, design, and implementation of grants and short-term technical assistance
Ensure compliance with Pact policies and procedures, USAID, USG, and local laws, regulations, policies, and procedures.
Basic Requirements
Bachelors degree and 11 or more years of experience or a Masters degree with 9 or more years of experience in a relevant field such as public health, social sciences, development studies, business, or other related field;
A minimum of 5 years working in a leadership/senior management role, preferably on USAID-funded projects
Seven years demonstrated experience in the successful implementation of international development activities, with preference given to systems strengthening activities and OVC programming in sub-Saharan Africa;
Previous experience building the capacity of local organizations and knowledge of capacity development methodologies
Demonstrated experience being involved with social services and/or public health project design, implementation, reporting, and evaluation
Demonstrated ability to work effectively with government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders, particularly at the sub-national level
Strong familiarity with operating USAID contracts, sub-contracts and sub-grants, and short-term technical assistance
Professional experience in sub-Saharan Africa is required
Preferred Qualifications
Zambian work experience preferred. Zambian National preferred.
Comprehensive knowledge of the health context and structural issues in Zimba including socioeconomic, institutional and policy issues that are related to HIV prevention and delivery of social services
In-depth understanding of the role of civil society in development and experience in building capacity for civil society organizations and networks/coalition strengthening;
