Position Summary

  • The Comprehensive Council Social Welfare Operational Planning and Budgeting (CCSWOP) Advisor, reporting to the Systems Strengthening Technical Director, and located in Dodoma, Tanzania, will support the project's activities under SO 1, which include advocacy and use of the CCSWOP to strengthen social welfare planning and budgeting at the community level to foster evidence-based community engagement and resource allocation.

    Key Responsibilities

    The CCSWOP Advisor will support the following
    Technical

    • Provide technical leadership for community council social welfare planning and budgeting processes and related capacity development activities, including the provision of technical assistance, coaching, and mentoring at national, regional, and council levels.

    • Provide and/or facilitate the project's technical assistance to PO-RALG, MoHCDGEC/DSW, and other project stakeholders to plan and implement activities related to community council social welfare planning and budgeting.

    • Support PO-RALG and the Ministry of Finance and Planning (MoF) to develop and disseminate a CCSWOP implementation plan.

    • Work in collaboration with PS3 to support PO-RALG and MoHCDGEC/DSW to revise social welfare service outputs to be incorporated into PlanRep.

    • Provide technical assistance to PO-RALG to plan to roll out the CCSWOP Implementation Guide and the budgeting process, including trainings and orienting stakeholders, including CHMTs, on using the CCSWOP to prepare social welfare plans and budgets.

    • Provide technical support and training to councils on budgeting processes to ensure that budgets are informed by and linked to community social welfare plans.

    • Update guidelines as needed after an assessment of implementation of the roll-out.

    Program Management

    • Lead the monthly, quarterly, and annual planning, monitoring, and reporting for all CCWSOP related activities.

    • Coordinate to ensure the documentation and dissemination of best practices and lessons learned, capture timely, high quality information and utilize data to inform decisions and foster learning and innovation.

    • Monitor and maintain relevant manuals, training materials, and reports for social welfare workforce strengthening.

    • Ensure all CCSWOP strategies are gender-sensitive and promote equitable programming.

    • Identify emerging areas of challenge
    and participate in the modification of program approaches and/or materials to meet those needs.

    • Ensure that program information is accurately and promptly communicated from and to the field.

    • Regularly travel to project districts to provide CCWSOP technical support and mentorship for project counterparts.

    • Contribute to work plans, quarterly and annual reports, and other reports and papers summarizing project results and evidence.

    • Any other duties as assigned.

    Basic Requirements

    • Masters' degree in public health, public administration, social welfare, business administration, finance, or a related field.

    • Minimum of 8 years of experience working in the social welfare/social services sector in Tanzania, including at least 5 years in a senior-level position.

    • Demonstrated experience designing and implementing health, education, or social welfare system strengthening interventions in the areas of budgeting, financial management, policy development, coordination and management, or planning.

    • Understanding of the Tanzania Health Sector HIV/AIDS epidemic response strategies, country structures for the provision of HIV services, and PEPFAR goals in Tanzania, with preference for experience in programming for children and families impacted by HIV.

    • Extensive experience strengthening the capacity of Tanzania GOT counterparts at all levels.

    • Demonstrated ability to build and maintain relationships with senior-level colleagues, government agencies, NGOs, other cooperating agencies and donor organizations; and successfully bring together diverse groups of partners to achieve project goals.

    • Excellent organizational, analytical, oral and written communication skills with the ability to conduct business in English and Swahili.

    Preferred Qualifications

    • Prior experience on US Government funded or other donor-funded programs supporting strengthening of social services systems in Tanzania.

    • Prior experience providing technical assistance to government agencies in developing and strengthening social welfare or human resources for health systems in Tanzania

    • Demonstrated experience in the design, development and use of budgeting and planning-specific systems and tools, such as CCSWOP, PlanRep and EpiCor in Tanzania.
