Position OverviewPact is recruiting a Chief of Party (COP) to provide technical leadership, strategic planning and operational oversight for implementation of the Strengthening Institutions for Peace and Development II (SIPED II) project in Ethiopia.
SIPED II is a USAID/ Ethiopia-funded project that seeks to increase the resiliency of communities to deal with conflict.
The premise of SIPED II is that resilient states – constituted by resilient communities – are capable of absorbing shocks, transforming and channeling radical change or challenges while maintaining political stability and preventing or minimizing violence.
The program establishes and strengthens partnerships between government officials and local communities to address the issues that may lead to violent conflict and ensure that interventions are conflict sensitive.
The COP will serve as the primary liaison with USAID, project partners, government agencies and other relevant project stakeholders.
S/he is will have primary responsibility for achieving and executing the project’s vision and strategy, managing critical relationships with key partners to maximize synergy and collaboration, and ensuring that all deliverables are met on time and within budget.
S/he will oversee project personnel and work closely with administration, financial and agreement management teams to ensure compliance with donor requirements.

Key ResponsibilitiesProgram Management and Leadership Provide strategic program leadership, including management of relationships with key stakeholders, management of project staff, coordination with technical advisors and consultants, ensuring program implementation on time and
on budget.
Coordinate and ensure the development, implementation of and reporting on work plans.
Develop and carry out activity planning, development and implementation processes for rapid response activities, in line with Office of Transition Initiatives (OTI) approaches.
Provide, coordinate or arrange all technical support activities under the project.
Ensure that all project deliverables are met in a high quality and timely fashion.
Liaising and Coordination
Serve as primary point of contact with USAID, working closely with and coordinating with donor representatives to ensure that program objectives are achieved.
Serve as liaison and represent the project with key stakeholders, including donor community, government entities, key partners (current and potential), non-governmental organizations and other relevant stakeholders.
Financial, Administrative and Personnel Oversight and Compliance
Supervise subcontract/ subgrant management process, from pre-award to close-out, in line with donor requirements and Pact’s policies and processes.
Ensure compliance with all donor-related, Pact, and project-specific requirements, including for subcontracts and subgrants.
Ensure compliance with financial expenditure and reporting requirements.
Coordinate with Pact Ethiopia finance and HR/Administration staff to ensure that policies and procedures are clearly communicated to project staff and are respected.
Supervise and mentor technical and administrative staff.
Other
Monitor the project’s operating environment and maintain a safe working environment for project staff.
Coordinate with Pact Ethiopia and HQ teams to ensure strong collaboration to meet project objectives.
Perform other duties, as assigned.
Basic Requirements
At least 8 years of experience in senior management role for projects or programs focused on conflict prevention, conflict mitigation, mediation, rapid response and flexible programming in conflict contexts, early warning and response, civil society capacity development, and advocacy
Demonstrated experience in OTI/ OTI-light approaches (Office of Transition Initiatives) to rapidly respond to emerging conflicts and expand the reach of the project.
Advanced degree in relevant field, such as international development, law, political science, public policy, management, conflict management or related field
Practical experience in establishing and operating programs (experience with USAID-funded programs preferable)
Experience designing, developing and leading workshops, technical assistance and training programs for government, civil society and private sector organizations
Experience working at both national and regional state levels
Experience with managing subcontract or sub-grant programs
Demonstrated ability to develop and maintain strong relationships with governments and civil society partners, especially in complex or sensitive political environments
Demonstrated experience in and understanding of context in eastern Africa (or similar environment)
Ability to perform at a high level and apply diplomacy skills with a wide range of stakeholders
Strong leadership, administrative, management, presentation, reporting, and communication skills, and the ability to implement projects with diverse subject matters
Demonstrated experience in management and mentorship of teams
Excellent written, oral and communication skills, at minimum in English
Preferred Qualifications
Demonstrated experience of working in Ethiopia
Experience leading USAID-funded programs, preferably contracts
Excellent written, oral and communication skills in Amharic
