Position Overview

  • Reporting to the Senior Regional Director, Africa, the Chief of Party is responsible for the overall leadership, strategic direction, and program oversight of the USAID Zambia Community HIV Prevention Project (USAID Z-CHPP) and will serve as principal liaison to USAID and national GRZ staff.

  • S/he should have a deep understanding of USAID Z-CHPP program goals and objectives and be able to articulate the vision for the project, while ensuring the delivery of high-quality programming.

  • S/he will provide guidance to the project subgrantees on the program to ensure efficiency and adherence to the program timeline.

  • S/he will also ensure the coordination within the consortium and with reporting to the donor.

    Key Responsibilities

  • Provide overall leadership management and general technical direction of the entire program, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the award.

  • Act as the primary liaison with USAID/Zambia on technical matters and adjust programs and operations in response to USAID/Zambia technical direction.
    Respond to the designated AOR and USAID/Zambia’s Agreement Officer.

  • Ensure quality control and the overall responsiveness of technical assistance provided under the award.

  • Expected to identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments.

  • Ensure compliance with USAID and Pact HQ requirements, policies, and regulations.

  • Manage project budget to meet expected results, ensuring cost-effective use of donor and Pact’s resources.

  • Ensure that all project reporting requirements are met to the highest standards.

  • Ensure that the program meets programmatic and financial targets and makes accurate projections.

  • Manage relationships with consortium partner organizations, including the organization of review and planning workshops, and coordinate the roles and activities of other partner organizations in implementation, in line with Pact partnership principles.

  • Create and maintain proper conditions for learning within the project offices. Establish a safe environment for sharing of ideas, solutions, and challenges.
    Identify performance gaps and training opportunities for project staff and ensure the design and delivery of high-quality training and technical assistance.

    Basic Requirements

  • A Masters Degree in Public Health, Social Sciences or related field with specialized training in HIV prevention, health promotion, and/or community development.

  • 10 years of progressively increasing responsibility working in HIV prevention and related fields, preferably in ESA region. At least eight of those years in senior-management positions leading and managing large-scale HIV public health programs in sub-Saharan Africa, including supervision of technical staff.

  • Demonstrated ability to establish and sustain professional relationships, and to work collaboratively with host government agencies, civil society and community-based organizations, and other donors.

  • Strong leadership, communication and interpersonal skills, including ability to develop and communicate a common vision to diverse partners and a multi-disciplinary team.

  • Knowledge of and experience with management of donor-funded agreements or contracts

  • Strong organizational skills including task and time management.

  • Ability to multitask with ease, adapting to frequently changing priorities

  • Strong negotiating and conflict resolution skills

  • Proficiency in developing and managing a budget

    Technical Skills

  • Strong experience in one of Pact’s technical areas or a support function

  • Strong knowledge and understanding of donor policies and regulations

  • High competence using common desktop applications and internal systems

    People Management

  • Demonstrated proficiency in supervising staff, including providing honest feedback

  • Ability to mentor others
