Oxford Policy Management Terms of Reference - A Study to Assess the Effectiveness of National Disaster Risk Management Commission Coordination of Recent Disasters Jobs in Ethiopia


Aim and Purpose

  • The purpose of the study is to review coordination structures, processes and outcomes under different crises: 2015-2016 El Niño, 2017-2018 IDP, 2019 desert locust plague and COVID-19 pandemic.

  • Through the review of coordination in different crises, it is anticipated the study will identify good practices and gaps and obstacles to effective coordination that can inform recommended good practice.

  • constraints in the coordination process and mapping out clear steps to improve systems and processes, with the intended outcome of a better coordinated DRM system in NDRMC and key ministries.

    The study will review coordination at three main levels

  • NDRMC and line ministries specifically, with ministries and directorates that are partnering with BRE and include: Ministry of Agriculture (Food Security Coordination Directorate); Ministry of Health (Ethiopian Public Health Institute), Ministry of Finance (Strategic Planning and Management Directorate) and Ministry of Water and Irrigation;

  • NDRMC and the regional Bureaus of Disaster Management and Food Security in Amhara, Oromia, Tigray, Afar, Somali and SNNP regions;

  • NDRMC and the DRM partners including, DFID, EU, UN organizations (UNICEF, UNOCHA, WFP and WHO), USAID, World Bank and lead INGOs.

    The study will address the following key questions

  • Coordination meetings: how well did the NDRMC use its convening powers to ensure full stakeholder engagement – collegiate needs identification, development of responses and adoption of common measurements?

  • Information sharing: how effective was NDRMC-led information collection, analysis and dissemination to stakeholders through the crises and how did information drive actions, support the prioritization of actions and resource allocation and minimize duplication?

  • Accountability: what measures did the NDRMC take with stakeholders that failed to coordinate effectively with other organizations?

    Key responsibilities, deliverables and time frame

    The Consultants will be contracted to deliver the following

  • Inception report a power point presentation that details - the research methodology, an outline for the proposed final report and a timeline for the delivery of the draft and final reports.

  • The inception report will also include summary information and CVs (attached as annexes) of both Consultants. It is recognized the study may need to be conducted remotely to meet Government coronavirus (COVID-19) restrictions;

    To be delivered within 5 working days of signing the contract

  • Draft report following the study, the Consultants will document the findings in a comprehensive draft report of no more than 30 pages. The BRE DRM Manager will organize for the report to be peer reviewed and comments collated and returned to the Consultants;

    To be delivered within 45 days of the delivery of the inception report

  • Final report having addressed all the comments, submit a final, fully formatted report. The main report will be more than 30 pages in length.

  • To be delivered within 8 working days of receipt of the comments.

    Other resources

  • As required, OPM will provide the Consultants with office space and transport to meetings.

  • Where possible however, it is anticipated the Consultants will work remotely using mobile phones/ WhatsApp/ Skype and other local IT communication systems in order to comply with Government of Ethiopia COVID-19 pandemic restrictions.

    Management, Reporting

  • The Consultants are responsible and will report weekly to the BRE DRM Manager and the DRM team.

  • The Consultant will also engage with and through other BRE staff in order to be able to engage effectively with line ministries.

  • Finally, as required, the Consultants will make short presentations to outline progress and findings to the DRR Director, NDRMC and to the NDRMC Commissioner.

  • The Consultants will also work closely with an International Consultant, responsible for quality assurance.

    Job Requirements

    Requirement of Company/Consultant

  • Knowledge of Disaster Risk Management during various disasters as well as in complex emergencies in Ethiopia

  • Familiarity with Coordination and the Coordination Structures at the federal and Regional level in Ethiopia

  • Familiarity with the DRM Policy, Implementation Framework and Guidelines

  • Familiarity with the donor agencies and how they interact and coordinate with Ethiopian GOE institutions at the Federal and Regional level

  • Track record in conducting similar assessments reviews in the Ethiopian Context
