BackgroundThe Building Resilience in Ethiopia (BRE) project supports the vision of the Government of Ethiopia to establish and deliver an effective, people-centered, integrated, coordinated, more self-financed and accountable response to climate change and humanitarian shocks. To this end, the Government of Ethiopia (represented by the Ministry of Finance) and British Government (represented by former DFID/now FCDO) signed a three-year agreement on Building Resilience in Ethiopia (BRE).
This aims to build capacity of the government to better anticipate and respond to recurrent shocks and resulting acute needs.
Oxford Policy Management (OPM) provides the technical assistance in health, disaster risk management, scalable safety net and disaster risk financing.
The Federal Ministry of Health and the Ethiopian Public Health Institute (FMOH/EPHI) are the key counterparts to the Public Health Emergency workstream.
The Ethiopian Public Health Institute (EPHI), in collaboration with the Federal Ministry of Health (FMOH) has established the Center for Public Health Emergency Management (CPHEM).
The Center facilitates, coordinates, and leads forecasting, preparedness, response to health and nutrition emergencies and after-action reviews.
The Center has an Emergency Operations Center (EOC) lead by a chief which reports to the DDG who also doubles as the National Incident Manager (IM).
As part of this, the Incident Manager through the Covid-19 Task Force at the EOC and in coordination with the Central Task Force (CTF) led by the FMOH provides essential guidance and technical support to Regional Covid-19 Response Task Forces.
One key pillar of the Covid-19 response is information sharing and communication with CTF and Regional Task Forces.
The recent Intra Action Review (IAR) supported by BRE identified gaps in this important pillar.
The review recommended the need to strengthen this pillar including liaising within the health sector, other sectors and with partners
Expected outputs
This assignment provides information management, communication and liaising support to Covid-19 incident management platforms led by the Response Task Force at the EOC.
The main expected outputs include:
Covid-19 situation updates regularly updated and disseminated to regional and central response teams; and
Covid-19 response coordination meetings are regularly organized; meeting reports are compiled and shared; follow-up actions are monitored and updated.
Expected outcome
Improved timeliness in compilation and dissemination of Covid-19 related information to mitigate the impact from Covid-19 by application of recommended strategies, guidelines, and incident management procedures.

Job Description
Advise and support the Incident Manager/chair of the Covid-19 Task Force to coordinate regular meetings, document proceedings and disseminate minutes;
Liaise with the central incident management team and regional Covid-19 response task forces; facilitate information sharing, including on situation updates;
Conduct mapping and updating of Covid-19 response actors; including public sectors, community groups, and other partner organizations;
Support and liaise with FMOH/EPHI/RHBs to convene situation review and progress update workshops using virtual and small-group meetings as appropriate and disseminate outputs/agreed action points;
Provide support to prepare/update technical reports and after-action reviews on Covid-19; and
Undertake other Cvodi-19 and health emergency related activities as requested by supervisor.
Job Requirements
Education
First degree such as BSc or MD in public health, medicine, or epidemiology from a recognized academic institution is essential.
Post-graduate degree in public health is desirable. Specialized training in communication, management, health policy, and monitoring is an advantage.
Experiences
Experience in including facilitating and communication; office management; and liaising and writing of technical reports and proceedings of consultative meetings, workshops and supporting coordination of response actions.
Familiarity in national health systems including in incident management is essential. Additional work with NGOs, bilateral and multilateral organizations is an asset.
Desired Competencies
Demonstrated skill in writing in English; and one additional national language relevant to the duty station.
Knowledge in incident management system (IMS); and public health emergency management (PHEM).
Excellent interpersonal communication skills.
Understanding of national and regional health systems, structures, and cultural norms.
Monitoring and Reporting
The experts will report to DDG/EPHI Incident Manager and to BRE’s Public Health Emergency workstream lead. Progress will be monitored including through periodic briefs/updates and outputs. S/he will also provide end-assignment briefing.
Renumeration
The officer will be engaged for a total of four months (4 months). S/he shall be paid professional fee as agreed by BRE/OPM/FCDO and in accordance with established channels and financial settlement procedures compliant to National labor law and regulations for national employees. Further details will be provided by BRE HR.
